- Performance Work Statement Catholic Pianist Solicitation Number: PAN414-16-P-0000-003487 "Catholic Pianist/Organist for the USAG Italy Community Chapel, Camp Darby, Italy" Notice Type: Combined Synopsis/Solicitation Note to Offerors: This Solicitation is subject to Congressional approval of the FY 17 DOD appropriation ACT or CRA. Funds are not presently available for this acquisition. No contract shall be awarded nor shall a prospective contractor be notified of a pending award until funds have been certified to be available by the operating official designated by local regulations or by a "Delegation of authority" letter as the official authorized to certify funds availability. Synopsis: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 using Simplified Acquisition Procedures for commercial information found at FAR 13 and as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is PAN414-16-P-0000-003487 and the solicitation is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number/Effective Date: 2005-87-2 / 04-06-2016. (iv) This part, except for Subpart 19.6, applies only in the United States or its outlying areas. This procurement is not a set-aside. The associated NAICS code is 711130. (v) The purpose of this combined synopsis/solicitation is to provide instrumental accompaniment (at minimum play the organ and the piano) as music support to assist the congregation in worship, for one (1) base year, plus four (4) option years, as described on the attached Performance Work Statement. Offerors are required to indicate the unit price and the total cost for the following items and quotes shall have a validity of 60 days: Base year 0001- Play accompaniment music for a Catholic mass. This line item includes playing prelude and postlude music up to 15 minutes before and after the service. Play accompaniment music for congregational singing, solos, duets, ensembles, and other special music as required. Services are normally one (1) hour in duration. Play accompaniment music for a rehearsal and other practices in preparation for Sunday mass and special worship services. Rehearsals are normally one (1) hour in duration or less. (vii) Dates and places of delivery and acceptance and FOB point: Required Period of Performance: 1 October 2016 (Est.) - 30 September 2017 (Base year) 1 October 2017 (Est.) - 30 September 2018 (Option year one) 1 October 2018 (Est.) - 30 September 2019 (Option year two) 1 October 2019 (Est.) - 30 September 2020 (Option year three) 1 October 2020 (Est.) - 30 September 2021 (Option year four) Location: The services will take place at USAG Livorno Chapel, Camp Darby, Tirrenia (Pisa), Italy. FOB destination. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. The addendum to paragraph (a) is as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors will be used to evaluate offers: Price and Past Experience: the offeror shall provide a resume (in English language) as an Organist and/or Pianist which demonstrates and supports the person's past experience of at least three (3) years providing musical support to Catholic and/or Protestant Worship Service or having provided similar services in a related field. Must state proficiency to perform on the Organ and/or the Piano. (x) In accordance with Subpart 4.12-Representations and Certifications; 4.1201 Policy. (a) Prospective contractors shall complete electronic annual representations and certifications at SAM accessed via https://www.acquisition.gov as a part of required registration (see FAR 4.1102). (b)(1) Prospective contractors shall update the representations and certifications submitted to SAM as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The representations and certifications are effective until one year from date of submission or update to SAM.
