Description
THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES. THIS IS NOT A REQUEST FOR PROPOSAL OR A REQUEST FOR QUOTATIONS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research for disposal and recycling of Freon, (R-22). National Institute of Standards & Technology (NIST) is demolishing two industrial size chillers located in the campus central utility plant. Each of these units contain between 15,000 and 16,000 pounds of R-22. This synopsis is to identify businesses with the requisite qualifications to provide the services stated herein based on the capability statement's received in response to this Sources Sought Announcement. Interested, capable vendors (parties) shall submit a capability statement in response to this Sources Sought Notice. All business organizations large and small (SB SDB, WOSB, HUB Zone, and VOSB and SDVOSB) are encouraged to respond to this notice. Scope NIST seeks a Contractor to recycle approximately 31,000 lbs. of refrigerant (R-22 Freon) from two demolished chillers, located in the agency's Central Utility Plant (Bldg. 302) on the Gaithersburg, MD campus. NIST envisions two refrigerant disposal/recycling events, one in mid-October 2016 and one in January/February 2017. 4.1 Task 1 - First refrigerant disposal/recycling of existing supply Contractor is responsible for receiving between 15,000 and 16,000 pounds of refrigerant, directly from the equipment source into contractor provided transportation vehicle. The received refrigerant must then be transported to an EPA certified recycler for processing. Funds received from the recycle, minus fees incurred by the contractor in the transportation and handling of the refrigerant, shall be provided to NIST in the form of a check within one week of payment. 4.2 Task 2 - Second refrigerant disposal/recycling of remaining supply Contractor is responsible for receiving between 15,000 and 16,000 pounds of refrigerant, directly from the equipment source into contractor provided transportation vehicle. The received refrigerant must then be transported to an EPA certified recycler for processing. Funds received from the recycle, minus fees incurred by the contractor in the transportation and handling of the refrigerant, shall be provided to NIST in the form of a check within one week of payment. Delivery During completion of each task, the EPA certified recycler would be responsible for receiving between 15,000 and 16,000 pounds of refrigerant, directly from the equipment source. The contractor would be responsible for providing all materials, equipment, trucks, personnel and management oversight necessary for the conduct of a safe, environmentally compliant product receiving operation. The contractor responsible for demolishing the chillers will prove the lines to attach to the equipment source to permit the removal of material. The contractor is responsible for all permits, licenses, certifications and other matters related to the legal and environmentally safe movement of this product to its point of recycling. The contractor will be responsible for the connecting of provided lines to the refrigerant tanks and shall oversee the operation of the delivery. No product will be pumped to the contractor's receiving vehicle prior to the contractor's approval of the line-tank connection. On receipt of the product into contractor provided tanks, the contractor assumes responsibility for the safe delivery of the product to the selected recycling facility. Special Material Requirements Proper handling and containment of the R-22 (Freon) is the responsibility of the Contractor, in compliance with the EPA regulations for this hazardous material. Required Personal Protective Equipment (PPE) must be worn at all times. A SOLICITATION IS NOT CURRENTLY AVAILABLE. The Government is not obligated and will not pay for any information received from potential sources as a result of this sources sought. If and when a solicitation is issued it will be posted on https://www.fbo.gov/. It is the respondent's responsibility to monitor this site for the release of any synopsis or solicitation.
