- Naval Surface Warfare Center Philadelphia Division (NSWCPD), intends to acquire various hardware and material necessary to assemble test three prototype tow cables, from Rochest Wire and Cable, of Culpeper, VA. The contractor shall provide all that is necessary in order to meet the governments requirements. Due to proprietary information the government was unable to develop a statement of work suitable to obtain said equipment on a competitive basis. The proposed purchase order is equipment the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive offers; however, responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete with this proposed Purchase Order based upon responses to this notice is solely within the discreation of the Government.
