- The Fleet Logistics Center Norfolk Contracting Department, Groton Office requests responses from qualified sources capable of providing Retreat Facilitator Services in support of the Chaplain Religious Enrichment Development Operation (CREDO) Program, Groton Office located on Naval Submarine Base New London, Groton, CT. The Government contemplates a Firm Fixed Price (FFP) contract with a base year and four one-year option periods resulting from the solicitation. This is a SYNOPSIS for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition procedures for commercial items found in FAR 12.5, as supplemented with the additional information in this notice. This synopsis shall be posted on both the FEDBIZOPPS and NECO (https://www.neco.navy.mil). The RFQ number is N00189-16-T-G279. The NAICS code is 813110 - Religious Organizations, and the small business standard is $7.0 Million. This requirement is being set-aside for Woman-Owned Small Businesses Only. Anticipated release of solicitation by late August - early September, 2016. Questions regarding technical or contractual issues must be addressed to the Purchasing Agent via e-mail ONLY. This solicitation incorporates provisions and clauses in effect through FAR and DFARS. It is the vendors responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.acq.osd.mil. Lack of registration in the System Award Management (SAM) database (www.sam.gov) will make a vendor ineligible for award. NO BIDS WILL BE CONSIDERED WITHOUT DFARS PROVISION 252.209-7996 AND FAR 52.209-11 INCLUDED WITH ALL QUOTES. Payment will be made with Wide Area Work Flow.
