Description
Justification for Other than Full & Open Competition There is an on-going multimillion dollar rehab project being performed on the Eastport, Maine breakwater wharf. The state of Maine has partnered with the Eastport Port Authority to perform the construction, herein referred to as "provider". This is an opportune time to have the provider/contractor of record perform some changes to the construction to benefit the U.S Coast Guard for a future fuel dispensing installation project already funded and scheduled to begin soeme time next year. The USCG has already engaged the design firm of record to design changes to the current construction in order to avoid interferences and change substandard fixtures from being installed. A fixed price construction contract is anticipated. Certain construction changes to the provider's on-going breakwater rehab project, are required to be made in order to prepare the site for the USCG's Fuel Dispensing System to be installed next year. Such changes include moving underground utilities, changing electrical systems and devices to explosion proof and/or vapor proof fixtures. The purpose of this project is to engage the provider/contractor to make the changes to the underground utilities and specialty fixtures in order to avoid interferences later, under a sole source purchase order.
