Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to negotiate on a Sole Source basis with Synergis Technologies to merge/migrate Synergis-Adept database from a previous version used by the U.S. Army Corps of Engineers during the 1990's and early 2000's. The Philadelphia District contracted with Synergis Software to create an intuitive and interactive database for all historical survey maps, engineering drawings and physical support branch drawings. Synergis created an "Adept" database which served 2 primary functions. First, the database cataloged all available historical mapping for the district. Each map was either in hardcopy, microfilm, pdf, or autocad format. For each map, specific information was entered into a unique field. Over 10,000 drawings that were stored as 35mm slides as well as over 1000 105mm drawings covering from the late 1800's to early 1994 were cataloged. Information for each drawing was also contained in handwritten books stored in Survey Section. This process took over two years to complete. A digital "library card" was created for each map and was entered into a database. Based on this information, it is imperative that this work be completed by Synergis Technologies. The following data was manually entered into the data base for each individual map: Drawing number Project Contract Number Drawing Date First Survey Date Last Survey Date Contractor From Station To Station Description of Drawing Code Drawn By Scale Size Type On Film Storage Location Secondly, the data listed above for all newly created maps were entered into the active Adept database. A system was developed whereby all new fields were digitally entered and a new library card was created for each new map. The database and associated software were updated as technology advanced, newer versions of Microsoft windows were released, and operating systems were updated. This database was maintained for several years. It was used to search for historical maps and drawings as well as current drawings. In 2009, the Corps began an initiative to collaborate and share resources and work between organizations in support of mission goals known as ProjectWise. The ProjectWise Collaboration Model (PCM) is a USACE implementation of the Bentley Systems, Inc. ProjectWise content management system. Unfortunately, during the transition to ProjectWise, all functionality of the Adept database was lost. The data itself still exists, however, it is not in a readable format. The scope and purpose of this task order is for Synergis to convert the information contained within the old database to a Microsoft Excel file with each data category listed as an individual column. If possible, provide compatible file formats that can be imported directly into ProjectWise. ProjectWise would then be functional to search all historical mapping for the district. The completion of this proposed scope will save the district numerous man-hours of conducting manual research for historical mapping. It will also enable access to historical information that is currently not accessible. The result should allow us to continue to be ready responsive reliable, and resilient. All work under the contract shall be completed by 31 August 2016. This notice of intent is NOT a Request for Competitive Proposals. No contract award will be made on the basis of this notice. This notice does not constitute a solicitation document. Requests for such documents will not be considered. However, all information received within three (3) days after date of publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. The NAICS Code is 541511 with a Size Standard of $27.5 million.
