- Building Layout Davis Bacon Wage Determination Experience Questionnaire SAM Information Solicitation The USDA Forest Service, Northern Research Station intends to initiate a Request for Quote (RFQ) procurement action and award a negotiated, Firm-Fixed Price Construction Contract for tile installation at the U.S. Forest Service, Northern Research Station in Ansonia, CT. The contractor shall provide all equipment, labor, materials, supervision and incidentals necessary to complete the project. The acquisition will be solicited using the procurement processes prescribed in Part 12, Commercial Items, and Part 15, Contracting by Negotiation per Federal Acquisition Regulations. The period of performance of this contract shall be sixty (60) days from the Notice to Proceed (NTP). Disclosure of the Magnitude of Construction Projects (FAR 36.204): Between $25,000 and $100,000 Bid Bonds are not required. Performance and Payment Bonds are not required. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price/Cost Technical Capability Past Performance Proposed Bio-based Products Technical capability, past performance and bio-based rating when combined, are approximately equal to price. The government will award the contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the RFQ will be the Lowest Price Technically Acceptable to the government (LPTA). Price is significantly more important than the other factors; however technical capability and past performance will contribute substantially to the selection decision. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications and is the "best value" to the Government, cost and other factors considered (FAR 15.101-2). Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) website. No hard copies will be issued and no written or fax requests will be accepted. Proposals are due 22 August 2016 by 5:00 PM Eastern Time. No bound/spiral proposals; and no fax submission proposals will be accepted. The NAICS Code for this project is 238330 (Flooring Contractors) with a size standard of $15.0 Million. It is the contractor's responsibility to monitor FBO for any amendments. All contractors must be registered in: www.SAM.gov as required by FAR 4.1102. Also, contractors who receive a federal contract of $25,000.00 or more are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans. Davis Bacon Contract Act Wage Rates will be applicable. Award will be made as a whole to one offeror. This procurement is a Total Small Business Set-Aside.
