- N00164-16-R-WP08 - SOLE SOURCE - PRODUCTION OF MAGNETIC COMPONENTS USED AS FORM, FIT AND FUNCTION REPLACEMENTS DURING DEPOT REPAIR OF THE AN/ALQ-184 HVPSs FSC 6120 - NAICS 334416 Anticipated Issue Date: 25 August 2016 - Closing Date: 23 September 2016 - 2:00 PM EDT Naval Surface Warfare Center, Crane Division, Crane, Indiana 47522 has a requirement for the production of magnetic components to support repair of the AN/ALQ-184 high Voltage Power Supplies (HVPS) in accordance with part numbers listed on the solicitation. This requirement is planned as a non-commercial Firm-Fixed price (FFP) indefinite delivery, indefinite quantity (IDIQ) contract for a period of three (3) years. This solicitation will be issued utilizing other than full and open competition under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements. Offers will be solicited from Robert M. Hadley Company, Inc. (Hadley), 4054 Transport St. #B., Ventura, California 93003-8325 (CAGE 72964). The basis for restricting competition is the anticipated substantial duplicative costs to the Government to qualify another manufacturer's product for aviation use, which are not anticipated to be recouped through competition, and the anticipated unacceptable delays in fulfilling the agency requirements through any other source. The following Contract Line Item Numbers (CLIN) are anticipated: CLIN 0001 Transformer, Pulse Width Modulation (PWM)/Clock, 80952908 CLIN 0002 Transformer, +/-12V (Volts), 80952909 CLIN 0003 Inductor, 100µH, 80952910 CLIN 0004 Inductor, 4mH, 80952911 CLIN 0005 Inductor, 1mH, 80952912 CLIN 0006 Transformer, Collector Current Sense, 80952707 CLIN 0007 Transformer, High Voltage, 80952709 CLIN 0008 Transformer, heater, 80952804 CLIN 0009 Transformer, High Voltage Collector, 80967801 CLIN 0010 Inductor, Filer, 80953911 CLIN 0011 Data will be Not-Separately-Priced (NSP) Delivery will be FOB Destination at NSWC Crane. Final inspection and acceptance will be at destination. The solicitation will be available upon request on or about 25 August 2016. Interested parties can request the solicitation from the Contract Specialist; no hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid electronically using any "Submit Bid" feature or other electronic means does not guarantee offers will be received by the proper person or in the correct format. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All changes to the requirement that occur prior to the closing date will be executed via an amendment. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
