- Solicitation Document This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a separate solicitation will not be issued. Solicitation W912LQ-16-T-0072 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89, effective 14 July 2016. This procurement is being issued Unrestricted under NAICS code 314910 with a small business size standard of 500 employees. Award will be made to the lowest priced technically acceptable (LPTA) quote which represents the most advantageous scenario to the government. The Virginia Army National Guard is seeking to procure two airbeam shelters to use with existing DRASH tent systems. The pricing schedule included in the attached RFQ may be used for pricing or you may use your own pricing schedule. Delivery is required to be FOB Destination within seven (7) weeks after receipt of order. FAR Provision 52.211-6, Brand Name or Equal, is included this is announcement. In order to be determined technically acceptable, the proposed airbeam system and related line items (0001-0005) must meet the intended use of the shelter with existing DRASH systems and the vendor must have at least satisfactory past performance on providing similar airbeam systems within the last three years. Salient characteristics of the airbeam shelter are provided in the line item descriptions. The government will evaluate on the basis of information furnished with the vendor's price quote. The government may also review information readily available on-line. However, it is not the government's responsibility to locate or obtain any information not included with the price quote. In order to be considered for award, vendors must have an active registration in the System for Award Management (SAM) database at www.sam.gov. In addition, the following shall be submitted no later than the time and date in Block 8 on Page 1 of the SF1449, Solicitation/Contract/Order for Commercial Items unless otherwise changed per a written amendment to the solicitation. Failure to provide the information may result in the quote being rejected as nonresponsive. a. Signed Pricing (utilizing page 1 of the SF1449 and line item structure above or vendor's own pricing schedule). b. Make, model and description of product being quoted, to include product information as annotated above and in FAR Provision 52.211-6. c. Completed FAR Provision 52.212-3, Alt I d. Past Performance information to include order number, contact name, phone number and email address for similiar airbeam procurements in the last three years, not to exceed five references. All questions shall be submitted in writing via email prior to 4:00 p.m. ET, August 19, 2016. Email questions to rebecca.l.fowler6.civ@mail.mil.
