Description
This is a SOURCES SOUGHT NOTICE issued by Marine Corps Regional Contracting Office located at Camp Pendleton for support of Marine Corps Air Station (MCAS) Yuma. This SOURCES SOUGHT NOTICE is for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Diana.Lynch-Maldona@usmc.mil. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses are due by August 18, 2016, at 1200PM PDT. Potential contractors shall provide, at a minimum, the following information: 1) Company name, address, and point of contact, phone number, e-mail address, CAGE Code and DUNS. 2) Is your firm eligible for participation in one of the following small business programs? If so, please indicate the program. The anticipated North American Industry Classification System (NAICS) code is 811219 - Other Electronic and Precision Equipment Repair and Maintenance. If another NAICS should be utilized to better reflect the requirement please provide the NAICS and the reasoning. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company's ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. Not responding to this Sources Sought does not preclude participation in any future or potential solicitation, or Request for Quotation. It is the intent to use the information gathered for market research purposes only. If a formal solicitation is released, it will be posted via the Federal Business Opportunity (http://www.fbo.gov). DESCRIPTION OF THE REQUIREMENT (As of 8.12/2016): STATEMENT OF WORK (SOW) Item: Powerware 9315.50-80 Serial Number: EV33ZBA07 AC/DC CAPACITOR The contractor shall provide all personnel, equipment, tools, materials, technical supervision and services necessary to the capacitor replacement and testing as outlined in this SOW. Maintenance shall comply with industrial standards for UPS units identified in the SOW. The UPS shall be placed in Bypass mode to enable installation of the capacitor update. Installation of the update can be performed in one day by the Eaton-trained field technician. The update includes: •1. Replacement of all applicable capacitors. •2. Cleaning and adjustment of all replaced parts as necessary. System testing. Calibration of UPS to reflect new capacitors Confirmation to customer of upgrade completion and answering of any questions. Further details of the capacitor upgrade procedure can be found through Eaton Field Service Bulletins as per the Eaton 9315 UPS. All Eaton and third party companies that re-sell Eaton services have access to these procedures and the Eaton UPS Full Capacitor Field Update Scope of Work, Attachment R-35. INSPECTOR AND MAINTENANCE CERTIFICATION REQUIREMENTS: In order for an inspector or technician to perform under this contract, the Contractor must provide proof that the service technician who will perform the maintenance identified in this contract has received Eaton factory-training for the Eaton model 9315 UPS. A copy of the inspector(s) factory training certificate will be maintained in the contract file. Only inspectors and technicians who have provided the appropriate proof of factory training acceptable to the Government, will perform inspections, provide certifications, and perform the capacitor replacement and subsequent testing under this contract. It is the contractor's responsibility to ensure this requirement is met prior to the inspector or technician arriving at MCAS Yuma for work performance. REPORTS : The Contractor shall provide a written, detailed report within seven (7) working days after completion of the capacitor replacement. As per Eaton UPS Guidelines, the Contractor shall provide the following reports: 1. UPM Configuration Report. 2. Meters Snapshot Report 3. Battery Configuration and Test Report. 4. Outcall and Customized Alarm/Event Report. 5. Alarm/Event Configuration Report. 6. Completed Eaton 9315 UPS Capacitor Upgrade Procedure Report. These reports are available upon running the Eaton proprietary software ( Powerware Plus Toolkit and UPS Setup_Tool ) installed on the Eaton 9315.
