- PRE-solicitation Notice 100% SDVOSB SET ASIDE This is a PRE-solicitation notice that the Veterans Health Administration intends to solicit offers to provide warehousing, installation, and training services to support the activation of the Southeast Louisiana Veterans Health Care System medical center in New Orleans, LA. Please reference the attached Performance Work Statement (PWS) and corresponding exhibits for specific project information and requirements. This requirement will be set-aside 100% for service disabled veteran-owned small businesses (SDVOSBs). To be eligible for an SDVOSB set aside under VA's Veterans First Contracting Program, SDVOSBs must 1) be verified by the Department of Veterans Affairs (VA) as SDVOSB, and 2) meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on www.fbo.gov for download on or about August 19, 2016. Potential offerors are advised that there will be truncated response time on the solicitation. Anticipated closing date of the solicitation will be September 12, 2016. Solicitation posting and closing dates are subject to change as necessary and amendments will be issued as accordingly. Potential offerors may submit questions regarding the project's requirements as of the date of this posting through a date that will be identified in the solicitation. All questions must be submitted electronically to Erica.Skelly@va.gov and Sandra.Johnson3@va.gov. It is anticipated the question and answer period will end one week after the solicitation posting date. Potential offerors are encouraged to review that attached PWS and exhibits and submit their questions as early as possible. It is anticipated that the PWS and exhibits are finalized as posted. However, changes may be made as a result of the questions posed by potential offerors. The government intends to conduct trade-offs to determine best value for this award. Evaluation criteria will be based on the following listed in order of importance: 1.Technical a.Key personnel qualifications identified in the PWS. b.Warehouse location. Preference will be given to warehouses within a 15-mile radius from the New Orleans VA Medical Center. 2.Past Performance 3.Cost/Price When combined, technical and past performance criteria are significantly more important than cost.
