Description

This Sources Sought is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this Sources Sought that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought. SOURCES SOUGHT ONLY: This is not a solicitation announcement. This is a sources sought synopsis only and will be open for seven (7) calendar days. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantaged or SDVOSB (Service Disabled Veteran Owned small business) relative to NAICS 562111, Recyclable Material Collection (size standard of $38.5 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of responses to this sources sought synopsis, a solicitation announcement may be published on the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement separately. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 2, is seeking potential contractors capable of providing single stream recycling services for the Bath VA Medical Center, 76 Veterans Avenue, Bath, NY 14810-0810. The Contractor shall provide the personnel, equipment, transportation, fuel, and all labor necessary to collect recyclable materials. This is a non-revenue contract for the contractor which means the Government will not make any payment for services under any resultant contract. This sources sought is for interested parties who wish to submit offers to purchase recyclable materials such as metal, plastics, paper, and wood products generated on Government-owned and operated buildings. The resultant vehicle would be a selling agreement which allows the Department of Veterans Affairs to be compensated for recyclable materials collected by the contractor. The contractor will be required to provide a turn-key single-stream recycling program. The Contractor will be required to: 1. Provide single-stream recycling program for the Bath VAMC. 2. Collect recyclable materials from designated sites. 3. Sort collected materials off-site. 4. Pay revenue to the VA for recyclable materials collected. 5. Provide reports to the VA to include: (a) the amount of material that was collected (b) the amount of recyclable material collected (c) the amount of revenue the VA is expected to receive THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL: If you are interested and are capable of providing the required services please provide the requested information as indicated below. The intended contract period will be for one five-year period. The agreement will be reviewed periodically (to be specified in the anticipated solicitation) to reassess rates. Responses to this notice should include the following: 1. Company name, address, point of contact (Name, Phone Number and e-Mail Address) 2. Business size and category: a. Small or Large b. If Small does your firm qualify as a: i. small, emerging business or small disadvantaged business ii. if disadvantaged, specify under which disadvantaged group and whether your firm is certified under Section 8(a) of the Small Business Act iii. certified HUBZone firm iv. women-owned or operated business (WOSB) v. certified Service Disabled Veteran Owned Small Business (SDVOSB)or Veteran Owned Small Business (VOSB) Responses must be received no later than Friday, August 19, 2016 at 2:00 PM EST. This notice is to assist the VA in the determination of sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
