- The purpose of this sources sought notice is to gather Market Research for the acquisition of secure and reliable, classified and unclassified, voice and data, and messaging services for outside plant, inside plant and tech control facility in support of Command, Control, Computer, Communications and Information (C4I), VoIP, and Electronic Keying Material services (EKMS) for real-world operations and exercises at NCTAMS LANT Det Souda Bay Greece and AAMDF NSF Deveselu Romania. These services are currently being provided under contract N00104-12-C-Q008. This is not a solicitation. The NAVSUP FLC Contracting Department believes that only one responsible source has the necessary security, country clearances and corporate experience to continue performance in the timeframe required (by September 29, 2016) and potentially perform a successful transition this effort. This acquisition requires the contractor to provide a 30-day phase-out coordination and familiarization for a new Contractor. However, vendors that believe they can perform the work described above and provide fully qualified personnel should respond to this sources sought notice. Specifically, the NAVSUP FLC Contracting Department, Mechanicsburg is requesting: 1.Past or current contracts/task order numbers where the vendor currently provided similar services to a Department of Defense customer. 2.Any special terms and conditions or amended Government terms and conditions that are commonly used in existing contracts/orders for similar services. 3.A market research quote with an estimated level of effort, estimated labor mix, and estimated price for 6 months of support. This market research quote is non-binding and used only for the purposes of acquisition planning. 4.Information on available strategic sourcing contracts that this requirement could be acquired under. 5.Any other information the contractor is willing to provide that may aid in the acquisition.
