- 1 - Revised SF1447 The Small Business Administration (SBA) has a need for professional support of its Section 504 loan program. Specifically, a contractor will serve as the Central Servicing Agent (CSA), acting in a trustee, fiduciary, and custodial capacity for this program. The CSA will perform the tasks outlined in the performance-based Statement of Work (SOW), including establishing and administrating trust accounts, collecting payments, and dispersing loan proceeds and fees to various parties which include the SBA, Certified Development Companies (CDCs) and/or investors. The resulting contract will be a no-cost contract to the Government. Contractor fees will be paid out of the proceeds generated by these programs. It is anticipated that one contract with fully-loaded, firm-fixed fees (a percentage of the loans generated) will be awarded. The contract will use a non-commercial services format. It is estimated that performance will commence on or before January 1, 2017, and that the contract will be for a base year and four option years. The NAICS code for this solicitation is 523991, Trust, Fiduciary and Custody Activities. The Small Business Size Standard for this NAICS is $38.5 million. The Product Service Code is R499. The Solicitation/Request for Proposals (RFPs) is being issued using full and open competition. Interested contractors must be registered in the System for Award Management (SAM) at http://www.sam.gov for NAICS code 523991 in order to be eligible for award. Interested contractors must complete the annual representations and certifications electronically. The Solicitation will be a Request for Proposals (RFPs) and will be issued on or about September 15, 2016, with responses due from contractors on or about 3:00 p.m., Mountain Time, October 18, 2016. Interested contractors may obtain a copy of the Solicitation documents on this website at the time the Solicitation is posted. The documents attached to this presolicitation notice are draft documents and may be changed when attached to the solicitation. All interested contractors should download the Solicitation and its attached solicitation documents from this website, and provide a written response by the due date indicated on the solicitation documents. Only written responses received by the due date will be accepted. Telephone, email, and FAX responses will not be accepted. Modification to Presolicitation Notice: Upon a review of the SOW, the CO is changing the NAICS code to: 522320, Financial Transactions Processing, Reserve, and Clearinghouse Activities, with a size standard of $38.5 Million. This acquisition will be competed full and open. The draft SF1447 attached has been changed to reflect the correct NAICS code.
