- Attachment 8 Attachment 7 Amendment FA4417-16-R-0025-0002 *IMPORTANT* PLEASE REVIEW AMENDMENT 0002 AND ALL RELATED ATTACHMENTS ADDED BY THIS AMENDMENT. ALL QUESTIONS RELATED TO THIS SOLICITATION MUST BE SUBMITTED BY 16 AUGUST 2016. PLEASE FIND THE SITE VISIT SIGN-IN SHEET ATTACHED. This synopsis is for a construction requirement to design and build a single story climate controlled building with concrete foundation and floor slabs, steel frame, and masonry walls. Functional areas include an equipment storage room, three offices, systems training classroom, conference room, and unisex restroom. Includes mass notification system, utilities, and all other necessary support. The building, once complete will be approximately 2,270 square feet in size. This acquisition will be set aside for Service Disabled Veteran Owned Small Business offerors only. The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $36.5M. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. Subjective tradeoff procedures will be used for evaluation. The Government reserves the right to award a contract to other than the lowest proposed price. Performance period is 358 calendar days (60 days for design and 298 days for construction). The contract will be a single award, Firm-Fixed- Price type contract. Three (3) Contract Line Item Numbers (CLIN) will be incorporated into the contract. CLIN 0001 for the design requirement, CLIN 0002 for construction (a Statutory Cost Limit of $1M applies to CLIN 0002 for minor construction), and CLIN 0003 for the communication equipment and installation. Estimated magnitude for the total project is between $500,000 and $1,000,000. Bid Bonds will be required. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 1 August 2016. Prospective contractors must be registered in the Systems for Award Management (SAM) www.sam.gov prior to award of a government contract. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
