Budget Analyst for USAID/MERP ISSUANCE DATE: July 29, 2016 CLOSING DATE FOR SUBMISSION OF APPLICATIONS: August 19, 2016- 16:00 (Frankfurt Time) SUBJECT: Solicitation SOL-280-16-000008 for Resident Hire U.S./T.C.N. Personal Services Contractor (US/TCNPSC) Budget Analyst, GS-12 for USAID/MERP, Frankfurt To All Interested Applicants: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications from qualified Resident Hire U.S./T.C.N. Personal Services Contractor (US/TCNPSC) to provide personal services as described in the attached solicitation. Personal Services Contractor [US/TCNPSC] ISSUANCE DATE: July 29, 2016 CLOSING DATE/TIME: 4:00 pm Frankfurt time on August 19, 2016 POSITION TITLE: Budget Analyst MARKET VALUE: Position is classified at a GS-12 equivalent with an annual salary range of $62,101 to $80,731. The actual salary will be negotiated based on qualifications and previous salary history of the successful candidate PERIOD OF PERFORMANCE: One Year - Renewable SECURITY ACCESS: Facility Access AREA OF CONSIDERATION: U.S. Citizens (Resident Hire) who are able to obtain the required security and medical clearances. This is a US/TCNPSC Resident-Hire position. “U.S. Resident Hire means a U.S. or European Union (EU) citizen who, at the time of hire as a PSC, resides in the cooperating country: (i) as a spouse or dependent of a U.S. citizen employed: (A) by a U.S. government agency; or (B) under any U.S. government-financed contract or agreement; or (C) under any other contract or agreement that provides for repatriation to the United States; or (ii) for reasons other than employment: (A) with a U.S. government agency; or (B) under any U.S. government financed contract or agreements; or (C) under any other contract or employment arrangement that provides for repatriation to the United States; A U.S. citizen for purposes of this definition also includes persons who at the time of contracting are lawfully admitted permanent residents of the United States”. A) Place of Performance: The place of work is Frankfurt, Germany. B) Period of Service: The duration of this position is for one year with option to renew. C) Background: In summer 2014, USAID began establishing the Frankfurt Support Center (FSC) in Frankfurt, Germany. The FSC is composed of two main organizational units: the USAID Middle East Regional Platform (MERP) and the Office of Support Operations (OSO). MERP provides administrative, legal, procurement and financial management support to USAID Missions and programs in the Middle East and North Africa regions. MERP also will manage regional programs and provide technical support in the areas of gender, water, environment, education, economic growth and good governance. OSO is the Management Bureau’s forward leaning office charged mainly with the provision of worldwide surge support in the areas of financial management, Acquisition and Assistance, Legal and Administrative functions. This position is required to provide budget and accounting support needed by the MERP and OSO units. D) Basic Function of the Position: This Budget Analyst position is located in the Middle East Regional Platform (MERP), Frankfurt Support Center (FSC) and reports directly to the Regional Controller and/or his/her designee. The incumbent is responsibible for the complete management of the Operational Expense (OE) and Program (PR) funds supporting the MERP and OSO organizations, including budget development and administration, financial planning, formulation, forecasting, analysis, accounting and execution. The incumbent records all accounting transactions in Phoenix, maintains the integrity of the automated accounting system and produces and presents financial reports to senior management. S/he is responsible for preparing and monitoring the annual OE and PR funded operational support budgets of the MERP/ME and OSO organizations. S/he also provides guidance and backstop support to USAID/Serbia FSN employees charged with similar duties in support of client organizations without an on-site controller. S/he proposes opportunities for cost savings and alternative methods of covering budget shortfalls. Additionally, the incumbent ensures that the funds are efficiently managed in accordance with USAID and applicable U.S. Government directives, regulations, policies and procedures. II. DETAILED DUTIES AND RESPONSIBILITIES Leads the preparation of all OE and PR funded operational support budgets for joint review by the Controller, the Supervisory Executive Officer (EXO) and the MERP/ME and OSO Front Office. Collects appropriate financial and staffing data for preparation of the OE and PR operational support budget estimates, consolidates the data and prepares draft budgets in accordance with USAID policy, including the use of proper Expanded Object Class Codes (EOCCs). Provides the Regional Controller and the Regional EXO Officers with information and guidance regarding the formulation and modification of budgets and transactions, as well as measures for tracking key activities. As required, the incumbent modifies budgets in order to meet emerging customer requirements. Enters and maintains information in the Agency’s Budget Formulation and Execution Manager (BFEM) tool, as directed by USAID/W and the Regional Controller. Drafts the supporting narrative for the BFEM submission. Works in close coordination with the Regional Controller and Regional EXO to identify and quantify all operational support costs that should be program funded. Prepares special budget reports as requested by the MERP, OSO and/or AID/W, including anticipated spending plans on a quarterly basis. Regularly monitors and verifies the accuracy of OE and PR operational support fund levels against budget line items throughtout the fiscal year. Alerts management to problems and/or trends that result from significant deviations from the projected OE or PR funded activities. Accounts for all OE and PR operational support funds in Phoenix. Performs initial reviews of all commitment/obligation documents to ensure that accurate funding is applied. Assigns EOCCs to obligating documents. Verifies the accuracy of financial and accounting data for document validity and sufficiency to ensure that accounting entries accurately communicate the condition precedent to disbursement. After review of documents for compliance with regulations and mathematical accuracy, the incumbent enters commitments and obligations into Phoenix for employee allowances, leases, recurring obligations, procurements and travel authorizations. Provides funding details and verifies the availability funds for contracts and purchase orders requisitions placed through the USAID Global Aquistion and Assitstance System (GLAAS) and the Department of State Ariba Procurement System. On a quarterly basis, and in coordination with EXO, the employee will contribute to the preparation and analysis of the Master Funding Document which provides cost estimations for local-hired employees. Provides disbursement data for SF-1166 and processes IPAC charges. Records obligations and expenditures charged by other Missions in Phoenix. Generates periodic reports for senior management detailing obligations and expenditures. Conducts quarterly Section 1311 review and analysis for all OE and PR operational support funded obligations and recommends de-obligation of funds determined to be in excess of actual requirements. Initiates deobligation Journal Vouchers or upward adjustment funding, as appropriate. Obtains necessary approvals, takes required actions to update the accounting system and maintains files for audit purposes. Assists the Controller in gathering data needed to respond to AID/Washington data calls and/or other audits requirements. Calculates and posts accruals for OE and PR obligations every quarter. Performs other duties required in order to maintain official operations of the office and any other functions as deemed necessary by the Deputy Controller and Regional Controller. Reporting Gathers all required information and prepares the quarterly data call report to USAID/Washington on spend plans, Property, Plant and Equipment, Payroll-related Accruals (unfunded annual leave for Personal Service Contractors (PSCs), locally engaged employees and estimated repatriation costs for PSCs, as applicable. Initiates periodic, supplementary and ad hoc OE and PR financial reports as required by the MERP, OSO and USAID/W management. Generates relevant reports from Phoenix, Phoenix Viewer and BOE for senior management. Responsible for maintaining all OE and PR operational support cost reports. III. QUALIFICATIONS AND SELECTION CRITERIA 1. Education (10 points): A university degree in Accounting, Finance or Business Administration is required. Language Proficiency (10 points) : Level IV, both written and spoken, English is required. Prior Work Experience: (20 points): Requires three to five years of progressively responsible experience in accounting, bookkeeping or closely related work. At least two years of experience in an international donor organization or U.S. Government agency in an accounting or financial management capacity is desirable. Knowledge (30 points) : A thorough knowledge and understanding of professional budgeting and accounting principles, theories, practices and terminology. Must be able to identify documents that require correction or modification. Must be able to communicate issues verbally with non-accounting individuals. Must maintain cordial working relationships. Must be an advanced user of Microsoft Suite products, e.g., Excel and Word. Must be able to work as part of a team. Skills and Abilities (30 points) : Must have the ability to analyze numerous accounting records and determine the need for adjustments, as well as to record, reconcile, and balance accounts. Computer skills with application of spreadsheet (Excel) and word processing is required to prepare and record budget information and supporting worksheets and reports. Must be able to compile and present financial and related information in a concise and fully professional manner. In all tasks, must keep the Regional Controller informed of any discrepancies, problems, or potential noncompliance issues, and develop recommendations for their resolution. Post Entry Training : Training in USAID accounting, U.S. Government accounting regulations, E2 travel system and the Phoenix financial system is required. Special training courses in U.S. Government accounting are desirable. IV. POSITION ELEMENTS 1. Supervision Received : After initial training, works independently with minimum supervision, setting own priorities and establishing deadlines. Supervision, as needed, is received from the Regional Controller and Regional Deputy Controller. 2. Available Guidelines : USAID ADS, DSSR, FAM and other policies and Mission Orders related to USAID operations and administration. The Budget Analyst will be expected to interpret these policies in the context of non-presence conflict-affected countries where there are no USAID employees working in the country, working closely with CORs and implementing partners to interpret guidelines appropriately. Many policies did not envision work being conducted in these environments and, therefore, many situations are not specifically addressed. Many non-presence countries do not have Mission Orders or they were written when there was a USAID Mission in the country and they are no longer applicable. 3. Exercise of Judgment : Expected to exercise complete professional judgment within parameters established by supervisor, and must be able to apply prescribed guidelines effectively and independently to his/her work. The Budget Analyst will be expected to interpret and provide guidance in difficult environments to CORs without prior experience in these environments. S/He will be expected to identify solutions to unique situations without having to consult with the supervisor. S/He will be expected to independently identify situations where cost cutting measures could be taken without sacrificing programmatic effectiveness. 4. Nature, Level and Purposes of Contacts : Principal contacts are with key USAID staff to coordinate and monitor complete inflow and outflow of information through the system. Must be able to communicate effectively with all employees and with a variety of contractors and vendors. The incumbent works extensively with USAID/Serbia financial management colleagues providing services to MERP and its client Missions. 5. Supervision Exercised : No direct supervision will be exercised; however, the incumbent is expected to provide indirect supervision to FSNs in supported missions related to budget preparation. When required and security situations allow, the incumbent will travel to supported missions to train and mentor FSNs in budget preparation. To be considered, the applicant must meet those qualifications marked (required).
