Description
NOTICE OF INTENT TO AWARD SOLE SOURCE 29 July 2016 The 1st Combat Communications Squadron (1 CBCS) hereby formally announces the intent to award a firm-fixed price purchase order on a sole source basis to Motorola Solutions Inc. This is a one-time mission essential Motorola radio communications training for 1 CBCS CYT flight. The training requires: Item QTY Unit Description 0001 1 EA APX CPS Programming and Template Building Instructor-led Training FFP APX CPS Course Synopsis: The APX CPS Programming and Template Building course provides communications management personnel and technicians with the knowledge and training necessary to build templates and program APX portable and mobile subscriber radios in the most efficient way possible. In addition to CPS, this course will also cover the Radio Management Software Suite including installation, deployment, configuration, and management of the subscriber fleet. The content, parameters and exercises demonstrated in this class apply to the APX portable and APX mobile. 0002 1 EA KVL 4000 Instructor-led Training FFP This course will provide step-by-step instructions for using the KVL 4000 key variable loader to create and store encryption keys, and then load these encryption keys into other Motorola secure capable equipment: radios, and fixed encryption units. These instructions will also cover interfacing the KVL4000 in an OTAR system 0003 1 EA Portable Radio Train the Trainer Instructor-led Training FFP Course Synopsis: This course provides APX radio trainers with an introduction to their radio, its basic operation and tailored job aids available for assistance in operation. The learning experience is a mix of facilitation and hands-on activities to help users perform common tasks associated with their radio operation. Segmentation between user groups (i.e. Police, Fire/EMS, and Public Service) is encouraged to help focus instruction on the specific operational issues of the individual user group. This course is geared for customers who have an experienced dedicated training staff in their organization. It provides the customer's identified training personnel with the knowledge and practice applying training techniques that will enable them to successfully train their students. Trainers will use audio visual (Interactive End User Toolkits - iEUTK), facilitation and "hands-on" activities to facilitate learning events supported by tailored or customized training materials and job aides. They will become proficient in discussing common tasks associated with the operation of the customer's radios. The first half of the class is the APX operator training. Instruction on how to redeliver this training and utilization of the Interactive End User Tool Kits will be covered in the second half of the class. 0004 1 EA Travel Costs FFP The purpose of the requested training is to provide mission essential Motorola radio communications training for 1 CBCS CYT flight. The training is needed to ensure critical communications and maintenance of equipment throughout the USAFE/AFRICOM Theater. This training will ensure the complete understanding of the equipment's functional capabilities and maintenance procedures. The Contractor shall administer onsite "hands-on" training and lectures providing all necessary equipment, materials and learning aides required for instruction. Materials for instructions will include: Training manuals and visual aids. The contractor is required to travel to Ramstein AB, Germany to provide the onsite training. All equipment required for training will arrive, be configured and ready for classroom instruction at least one duty day prior to the first day of planned training. This notice of intent is NOT a request for quote; however, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government's requirement with commercial items and are received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
