- Modification #2: Reference is made to the June 21, 2016, announcement, reference number 2016-31010A, inviting submission of qualifications and proposal data for the Indonesia Eastern Airspace Aviation Safety Technical Assistance. USTDA has received inquiries as to whether there is both an interim report, which summarizes Tasks 1, 2, and 3, and a report for only Task 3, as mentioned in Terms of Reference (Annex 5 to the RFP) Task 3(e). The answer is the interim report would be delivered to the Grantee, and the deliverable for Task 3 would be delivered to the Grantee, which is a report that contains all information collected, work performed, and analysis conducted under Task 3, including, but not limited to: a report detailing the recommendations for each Service; and an interim report and presentation which provides the detailed findings and analyses developed in Tasks 1, 2, and 3. So the interim report would also be included in the deliverable for Task 3. USTDA has received inquiries regarding the presentation for the interim report in Task 3. In response, travel is expected for completion of Task 3. Per RFP section 3.4, the Offeror shall discuss its technical approach and work plan in the proposal. USTDA has received inquiries as to whether the TA Completion Date mentioned in Article 8(A) of the Grant Agreement (Annex 4 to the RFP) and Clause K(1) of the USTDA Mandatory Contract Clauses to the Grant Agreement (Annex 4 to the RFP), is firm or flexible. In response, per Article 8(A) and Clause K(1), the TA completion date is that date by which the parties estimate that the TA will have been completed and such date can be extended upon approval by USTDA and the Grantee, per Article 17 of the Grant Agreement. USTDA is making this information available for the benefit of all prospective bidders. The response date for this RFP remains 5:00 PM local (Jakarta) time on August 19, 2016.
