Description
MIL-STD-1316E Military Critical Technologies Data Agreement (DD Form 2345) required for access to Distribution D/export controlled data. Technical Data Questionnaire (AMSTA-AR Form 1350) required for access to Distribution D/export controlled data. Non-Disclosure and Non-Use Agreement required for access to Distribution D/export controlled data. Request for Information for 30x113mm Selectable Point Detonation - Proximity Fuze Technologies 1. Background: Recent lethality trade studies have indicated that the effectiveness of the Lightweight 30x113mm (LW30mm) round in an airburst engagement is greatly increased when using a proximity sensor to function, as opposed to traditional airburst fuzing techniques. As a result, there is a strong need to identify current fuze designs that utilize the capability of having a selectable round that can choose between a proximity airburst function or function through point detonation. The government recently demonstrated a miniature proximity sensor capable of fulfilling the mission for the LW30mm need, but desires full system solutions for a MIL-STD-1316E compliant multi-mode selectable fuze. Alternatively, the government is also interested in sub-system technologies such as alternate proximity solutions, miniature safe and arm (S&A) solutions, and setting solutions. Alternate proximity solutions can include, but are not limited to: RF, optical, and ultrasonic technologies. These solutions must be able to function in the LW30mm environment, as well as engage all target sets as defined in the attached document entitled "30x113mm Selectable PD - Prox Desired Capabilities." All S&A solutions should be capable of being MIL-STD-1316E compliant, and should have a backup point detonation mode, preferably through a mechanical function. The S&A's must have the ability to be initiated electrically via an input from a proximity or other type of electronic fuze sensor. The round's selectable nature solicits a need for a setter system that can be integrated into a gun system such as the M230 chain gun on the Apache, and allow the round to be "cockpit selectable." The setter must be able to meet the firing rate of the M230 gun system at 625 ± 25 shots per minute. It is greatly desired that the addition of a setter onto the gun system/vehicle keeps any integration burden to an absolute minimum, but is still ruggedized in order to survive all vehicle and gun environments. 2. Requirements: 2.1. The contractor is requested to respond with evidence of engineering experience, capabilities, and infrastructure necessary to build prototype or initial quantities of full-up system solutions which will encompass a proximity fuzing sensor(s), S&A, and setter solution; OR sub-system level solutions which would include one or more of the previously listed components. If a high rate production capability exists, the contractor is requested to provide a manufacturing readiness level assessment of their solution. 2.2 The contractor is requested to provide a Rough Order of Magnitude (ROM) estimate and lead time to fabricate initial prototype devices for initial quantities of 25, 50, 100, and 1000. 3. Applicable documents: 3.1 Please note some of the applicable documents for this request are not publicly available. They are Distribution D and Export Controlled. Please see Section 5 of this notice for further instruction on the eligibility requirements to obtain a copy of these documents to assist in the submission of your white paper response. Distribution D/Export Control Applicable Documents 4.1 The highest Distribution Level for the 3 above referenced applicable documents is: Distribution Statement D Again, those documents are: (a) 30x113mm Selectable PD - Prox Desired Capabilities (b) MIL-DTL-70423A with Amendment 3 (c) MIL-DTL-63982B with Amendment 3 4.2 The applicable markings on each of these documents are: (a)DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors (export controlled 03-11-15). Other requests shall be referred to the Office of the Project Manager for Maneuver Ammunition Systems (OPM-MAS), SFAE-AMO-MAS, Picatinny Arsenal, NJ 07806-5000. (b)EXPORT CONTROL WARNING. "WARNING - This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et. seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25." (c)DESTRUCTION NOTICE: Destroy by any method that will prevent disclosure of contents or reconstruction of the document. 5. Obtaining Copies of Limited Distribution/Export Controlled Applicable Documents 5.1 To obtain copies of the (a) 30x113mm Selectable PD - Prox Desired Capabilities, (b) MIL-DTL-70423A with Amendment 3, and (c) MIL-DTL-63982B with Amendment 3: 5.2 Interested parties to this Request for Information (RFI) shall mail/email a signed and approved copy of their "Military Critical Technologies Data Agreement (DD Form 2345), a completed "Technical Data Questionnaire (AMSTA-AR Form 1350)" and a "Non-Disclosure and Non-Use Agreement", which are to be completed and signed by the interested party. All three of these documents are attached to this notice. 5.3 Once all documents are complete and received by the POC listed in this notice, the 3 referenced documents may be provided via the ARDEC SAFE Website at the discretion of the Government IAW DoD Directive 5230.25 - Withholding of Unclassified Technical Data from Public Disclosure. It is critical that interested parties provide these documents to initiate their request for the above 3 referenced documents in a timely manner, as a white paper submission date will not be extended based on an untimely request. After the white paper submittal period ends, at the sole discretion of the Government, late requests for this data may or may not be entertained. 6. Deliverables: The Contractor is requested to provide a written response to the Requirements stated in section 2 of this RFI that is limited to 10 total pages. Additionally, please list available existing contracts (GSA, DOTC, etc.), or any additional information or data not listed above. Responses are requested to include: Business name and address; Name of company representative and their business title; Type of Business; Cage Code; 7. This Request for Information is for informational and planning purposes only; it does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The U.S. Government implies no intention or opportunity to acquire funding to support current or future efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this Request for Information. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this Request for Information. The Government is not obligated to notify respondents of the results of this Request for Information. 8.
