UNCLASSIFIED: DISTRIBUTION STATEMENT A. Approved for public release: distribution unlimited. Ground Mobility Vehicle - Request for Information #5 July 2016 This document is a Market Questionnaire for use by the U.S. Army, related to the Ground Mobility Vehicle (GMV). Written in the paragraph(s) below is additional information regarding the Market Questionnaire. We thank you in advance for your time and participation in this Market Questionnaire. I. Objectives a. The objective of the Market Questionnaire is to better understand the capabilities of existing products to meet the Army's requirements. The information gathered by the Army through this Market Questionnaire, along with other market investigation data, is solely intended for use by the U.S. Army and will not be shared with any company. For instructions and more information regarding proprietary information, please refer to Section IV of this document. b. Contractor feedback is critical to ensure that the contractual and performance requirements developed by the Government are feasible with existing commercial capability and that Government assumptions on vehicle performance are in line with the expected class of vehicle. c. Participation in this Market Questionnaire provides an important opportunity to influence the Army's approach to procuring the GMV. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking participants to be placed on a solicitation mailing list. Response to this questionnaire is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. Any and all information in the attached documents, to include requirements, evaluation methodology and scope of work may change. Contractors should not rely on any information included in the attachments, and the Government is not bound by any information in the attached documents. Data submitted in response to this market survey will not be returned and will be used for program planning purposes. II. Instructions a. Read the capability summary for the GMV in Section III of this Market Questionnaire. b. Answer all of the questions in the Market Questionnaire Section V. These questions may be used by the Government to inform the development of the Request for Proposal (RFP) sections C and E. c. Provide feedback (comments or concerns) on all sections of the attached draft RFP sections and if there are any questions regarding the RFI information posted please submit them to the GMV mailbox at usarmy.detroit.acc.mbx.wrn-GMV@mail.mil. The Government may answer the question and both the question and answer will be posted anonymously to FedBizOpps. Questions will be accepted up until RFI closing. III. Summary of the Ground Mobility Vehicle Program 1) Vehicle Capability: The GMV provides mobility for a nine (9) soldier infantry squad with associated equipment to move around the close battle area. The GMV will be a lightweight, high mobility platform that will be transportable by all means including vertical lift (via CH-47 and UH-60 helicopters) and airdrop. A draft summary of program requirements are provided as an annex to this RFI. 2) Contract Summary: The acquisition is anticipated to be in accordance with FAR Part 12 "Acquisition of Commercial Items*", to solicit with full and open competition and award a single source five-year Indefinite Delivery Indefinite Quantity contract that will provide for the issuance of firm fixed price task or delivery orders to procure vehicles and requisite services. A minimum quantity of twelve vehicles will be procured with a possible maximum quantity of up to of 1,600 vehicles. The services consist of tasks in the disciplines of Engineering, Logistics, Test Support, Quality Assurance, and Configuration Management. This information is subject to change. IV. Proprietary Proprietary Information. The United States Government (USG) acknowledges its obligations under 18 U.S.C. § 1905: The Trade Secrets Act to protect confidential information provided to the USG. Pursuant to this statute, the USG is willing to accept proprietary restrictions placed upon data presented in response to this survey and to protect such information from unauthorized disclosure, subject to the following: • Data must be in writing and be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the USG is clearly notified regarding what data is proprietary. • Mark as proprietary only data that is truly confidential and to which there is a legal property right. • Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. Do not mark data that is available to the USG or to the public without restriction from another source. • Do not submit any classified data in response to this market survey. • Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS." V. Questions: 1) Describe your experience providing a Product Support Package (PSP) as defined in E.1.7.7. Address all required services in the PSP in your information. If you lack the experience, briefly describe any issues and concerns and how you would approach this capability. 2) Describe how your company executes Cyber Security as defined in C.18. If you lack the experience, briefly describe any issues and concerns and how you would approach this capability. 3) Review the GMV Performance Specification (Attachment 0001). This attachment contains a draft of the GMV Performance Specification "Section 3" requirements, to include threshold and objective levels of performance and Verification Plan "Section 4". The Performance Specification requirements are contained in Attachment 0001 GMV Performance Specification (GMV P-Spec) within the embedded excel file named "GMV P-Spec Export 19 July". Space has been provided for the contractor to identify only those requirements that are cost drivers for the platform and any requirement that is outside the commercial platform capability.
