- The Food and Drug Administration (FDA) intends to issue a sole source purchase order to ProQuest for ProQuest Legislative Insight Subscription Services. The period of performance shall be from: 8 Aug 2016 - 7 Aug 2017 Award shall be made in accordance with FAR Part 13 -- Simplified Acquisition Procedures. The proposed award is for services under NAICS: 518210. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice is issued for information purposes and is not a request for competitive proposals. ProQuest, 788 Eisenhower Parkway, PO Box 1346, Ann Arbor MI 48106-1346. ; they are the only provider for Legislative Insight Subscription Services as a perpetual database, content of the perpetual data base to be purchased and available to FDA ‘s Chief Counsel's Office includes all legislative histories for enacted Federal Legislative history from 1900-2013. Note: The Subscription Services includes a complete full text hearings for every bill enacted in one prepared legislative history. Any interested party should submit a statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met no later than 10 days from the date of the announcement. Reponses to this notice must be sent via e-mail to maryrose.nicol@fda.hhs.gov. No phone calls will be accepted. QUESTION SUBMITTAL DUE DATE: All questions are to be submitted via e-mail to maryrose.nicol@fda.hhs.gov no later than 12:00 p.m., EST on August 2, 2016. CLOSING DATE: All quotations are due, via e-mail to maryrose.nicol@fda.hhs.gov.no later than 5:00 p.m., EST on August 4, 2016, THE ANTICIPATED AWARD DATE: The anticipated award date is on or about August 8, 2016. However, dates in this announcement are subject to change. PROVISIONS and CLAUSES: The clause at FAR 52.212-4 Contract Terms and Conditions, commercial items applies to this acquisition. The clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items applies to this acquisition. FAR 52.232-33 Payment by Electronic Funds Transfer Central Contractor Registration. This requirement is subject to the availability of funds in accordance with FAR CLAUSE -AVAILABILITY OF FUNDS (52.232-18) (APR 1984) Clauses and provisions are incorporated by reference and apply to this acquisition
