(14) Set-aside Status. 100% Small Business Set-Aside (b) Transmittal. Transmissions to the GPE must be in accordance with the interface description available via the Internet at http://www.fedbizopps.gov. (c) Description. The US Army Corps of Engineers (USACE) must conduct structural inspections of spillway Tainter gates at Ice Harbor Lock and Dam (L&D) and Lower Monumental L&D. Ice Harbor L&D is located approximately 6 miles south of Kahlotus, WA. Lower Monumental L&D is located approximately 2 miles west of Ash, WA. This scope is a description of services by the contractor to provide rigging and supervision for a rope access inspection team and to conduct non-destructive testing for various structural welds via rope access. (1) The contractor shall provide one (1) IRATA/SPRAT certified Level III Rope Access Supervisor to perform the following duties: develop an effective rigging and safety plan, supply all necessary rescue equipment and rope access equipment, conduct required rigging, perform safety supervision, and provide potential rescue services for USACE inspectors that will utilize rope access for the visual structural inspection. (2) Delivery schedule. Inspections are tentatively scheduled for 12 - 15 September 2016, with an Optional day scheduled for 16 September 2016. Inspection dates are tentative due to weather conditions, river conditions, and operational conditions. (3) Duration of the contract period. 4 - 5 days. (4) Award of Purchase Order for Services will be made based upon qualifications provided for inspectors and quotes received on a written Request for Quotation (RFQ). (i) RFQ will be issued on or about 18 August 2016. Offers must provide a response to the written quotation and the experience / qualifications of all technicians and inspectors associated with this Purchase. (ii) The anticipated award date. 31 August 2016 (5) All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. (6) The RFQ will be available on or about 18 August 2016 on https://www.fedbizopps.gov/. (7) Response to the RFQ can be provided by e-mail to debbie.c.warner@usace.army.mil.
