Description
The NAVSUP Fleet Logistics Center (NFLC) Norfolk Contracting Department, Philadelphia Office intends to competitively procure Senior Fellow educational and curriculum support services for the Joint Forces Staff College (JFSC). The JFCS has a specific need to provide all its students with access to senior military and civilian leadership, the ability to received mentorship from those that have come before them, and prospective after years of reflection from these military leaders that retired at the top. Retired General Officers offer all of these necessary approaches to provide a sounding board for new ideas and to provide a reach back capability to enable lifelong learning for the JFSC student. For this procurement, JFSC requires contractor-provided educational and curriculum assistance via the utilization of former Department of Defense Senior Leaders (retired at the general officer or flag office level) in support of its Joint Advanced War fighting School (JAWS), the Joint and Combined War fighting School (JCWS), and the Advanced Joint Professional Military Education Course (AJPME). A Senior Fellow is a Department of State (DOS) or a Former General Officer/Flag Officer that has held one or more of the following positions: Member of the Joint Chiefs of Staff; Commander or Deputy Commander of a unified, specified, or combined command; Commander of a sub-unified command; Chief of Staff at a four-star headquarters; Senior U.S. military representative to the North Atlantic Treaty Organization (NATO); Service Component Commander for a unified, specified, or combined command; Commander of a Joint or Coalition Task Forces; or Senior military representative responsible for planning and/or executing a joint or combined operation. The Government ™s estimates a minimum total of 25 SFs are required in support of the following tasks: attend and participate in class activities and distance learning sessions; lead seminar review discussions with students; present to small seminar groups or an entire class in an auditorium setting; participate in curriculum reviews; and evaluate and critique student exercise planning documents in support of all the JAWS, JCWS, and AJPME curriculums. The proposed contract action is for services for which the Government intends to solicit and negotiate competitively on an unrestricted, full and open, best value basis. The placement of a single Firm Fixed Priced (FFP) contract is anticipated encompassing a Base Period or Performance commencing on or around 01 January 2017 through 31 December 2017, plus four one-year option provisions to extend the term of the contract through 31 December 2021, if all options are exercised. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described services, but rather Far Part 15 (Contracting by Negotiation). Interested vendors will be requested to submit both non-price and price proposals. The evaluation for contract award will consider the non-price proposal more important than the price proposal. The solicitation is anticipated to be issued to the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil under Solicitation N00189-16-R-Z084. The applicable NAICS code is 611710 with a corresponding size standard of $15 million.
