- The U.S. Army Contracting Command - APG, Natick Contracting Division - Orlando office, intends to award a firm fixed price contract under FAR Subpart 13.106-1(b)(1)(i), only one responsible source and no other supplies or services will satisfy agency Requirements, to Airborne Systems North America, for purchasing a unique parachute system to enable the release of a towed jumper during static line operations from C-130 aircraft, minimizing injury and/or death caused by retrieving towed jumper in current procedures. Airborne Systems has data rights to unique technology to interface with towed jumper and release from aircraft. In addition, a Request for Information was released June 15, 2016 (Solicitation No: ADD16003-RFI-TJRS) for a towed jumper release system and had only one respondent - Airborne Systems North America - NJ with their Towed Jumper Release System. THIS IS NOT A SOLICITATION. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will not consider responses received after August 3, 2016, 2 PM Eastern Time. Responses shall be submitted to cornel.d.codner.civ@mail.mil. Responses shall include, at a minimum, the following information: 1. The name of your company: 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. 6. The subject line of the email shall state "Towed Jumper Release System" or it will be deleted as junk mail. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
