- Site Location Exhibit 'A' Synopsis Description Synopsis HSBP1016R0037 This is a Pre-solicitation Notice of the Government's intent to issue a solicitation for the acquisition and installation of a Radar and Tower at a remote site in Webb County, Texas. The estimated period of performance shall be developed by the vendor with its proposed delivery schedule and quality assurance plan. This acquisition will be issued under full and open procedures. Core requirements for the upcoming solicitation include the following: Provide radar system and 50′ antenna tower Provide radar system enclosures and environmental conditioning to support 24/7 uninterrupted operations except for scheduled maintenance and unscheduled outages Provide backup power capability for 48-96 hours after loss of primary power Install radar system and tower Verify proper operation of radar system Provide radar data to a demarcation point within the site enclosure Optimize the radar using random traffic analysis Perform a radar system demonstration Provide a demonstration plan (approved by the Contracting Officer's Representative [COR]) Demonstrate radar operations to a CBP team Provide life cycle support 20 years Obsolescence and spares (site and depot) Second level engineering and system restoration Provide training Scheduled technician training (one class/five students) On demand technician training (one class/five students) Location of performance site is on a 2.00 Acre Tract of Land, located in the J.V. Borrego Survey, Abstract No. 563, Webb County, Texas, being a portion of that certain tract described as tract #1 in Deed to EMB Ranchito, LTD., Recorded in Volume 3345, Page 297, Official Public Records, Webb County, Texas, said Tract #1 further described as the Southeast One-Half (SE ½) of "El Ranchito Ranch" by metes and bounds in deed recorded in Volume 341, Page 145, Deed Records, Webb County, Texas; said 2.00 Acre tract of land being more particularly described in the EXHIBIT "A" The contractor shall be responsible for transportation, and provide or coordinate accommodations for meals and lodging of the installation team at the work site. The solicitation is expected to be posted in early September, 2016 and available for 30 days. Proposal response time and submittal will be specified at the time the solicitation is posted. A pre-proposal conference and/or site visit(s) will be schedule and included in the solicitation. Award of a Firm-fixed price type contract is anticipated.
