Description
The ACC-APG-RTP Division competitively awarded thirteen contracts under the Simulations and Training Engineering Services (STES) Multiple Award Indefinite Delivery/Indefinite Quantity Contract (ID/IQC). The competition was a total small business set-aside. The overall program amount of the IDIQ contracts is valued at $135M. The objective of the STES MAC IDIQ is to procure a broad range of R&D solutions in support of customer exploratory and advanced research requirements. These requirements may include: exploratory and advanced simulation research/studies/analyses and technology development for learning, training, testing and mission rehearsal; advanced R&D in simulation, instrumentation technologies with the overall goal of producing more efficient and effective Army and Joint Operational Military training, test and evaluation systems, and technology demonstration. Per FAR 16.306(b), a cost-plus-fixed-fee contract (CPFF) is suitable for use when the conditions of 16.301-2 are present and, for example -- (i) The contract is for the performance of research or preliminary exploration or study, and the level of effort required is unknown; or (ii) The contract is for development and test, and using a cost-plus-incentive-fee contract is not practical. The specific nature and magnitude of each task cannot be defined at the start of each task order procurement nor is it possible for the Government to accurately estimate the anticipate costs with a reasonable degree of accuracy in order to utilize any fixed-price contract. As a result of the research, development, exploratory and advanced simulation research requirements that will be procured under this Multiple Award ID/IQC, a CPFF contract type was considered to be most appropriate for this contract.
