Description
U.S. Customs and Border Protection (CBP) intends to negotiate on a sole source basis, under authority of FAR 6.302-1, with Payton Scientifc International to support CBP's San Diego Laboratory requirement for a Cyanocrylate Vacum Fuming System. Cyanoacrylate (superglue) fuming under a vacuum is a proven method for rapid and effective latent print development on non-porous items of evidence (e.g. plastic, metal and glass). Vacuum fuming is preferable to atmospheric fuming because minimal monitoring is required, overdevelopment is negligible and items of evidence containing layers of plastic can be treated intact instead of having to be unwound and separated. The San Diego laboratory conducted market research and results of the research showed that only Payton Scientific International could provide a system required. The Government intends to solicit and negotiate directly Payton Scientific International. No solicitation package will be issued. This notice of intent is not a request for competitive proposal. If any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their capabilities in writing via email to john.marschall@dhs.gov. Verifications of receipt of responses are the sole responsibility of the interested party. If no responsive statements are received by August 3, 2016 at 4:00 PM EDT, an award will be made to Payton Scientific International. The anticipated award date is August 15, 2016.
