Description
U.S. Customs and Border Protection (CBP) intends to negotiate on a sole source basis, under authority of FAR 6.302-1, with Laser Light Solutions to support CBP's San Diego Labortaoy requirement. A forensic laser provides the brightest illumination of the dye-stained latent prints, much brighter than a standard alternate light source, thus facilitating the visualization of even weakly fluorescing latent prints. Furthermore, 1, 2-indanedione is the preferred processing method for most types of porous evidence (e.g. paper). An alternate light source is the optimal method for visualizing prints developed with indanedione and again, a forensic laser induces the strongest fluorescence and the easiest visualization for recording. The San Diego laboratory conducted market research and results of the research showed that only Laser Light Solutions could provide a system required. The Government intends to solicit and negotiate directly to Laser Light Solutions. No solicitation package will be issued. This notice of intent is not a request for competitive proposal. If any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their capabilities in writing via email to john.marschall@dhs.gov. Verifications of receipt of responses are the sole responsibility of the interested party. If no responsive statements are received by August 3, 2016 at 4:00 PM EDT, an award will be made to Lsser Light Solutions. The anticipated award date is August 15, 2016.
