- This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH) hereby announces its intent to award a sole source contract to Phenomenex, Inc., 411 Madrid Ave., Torrance, CA, 90501-1430 for the procurement of Kinetix HILIC columns, Strata-X Polymeric Strong Cation, SPE Strata SI-Silica, Gemini 3 um NX-C18 110 A LC Columns, Kinetex 1.7 um Biphenyl 100A LC Columns, Strata X-A Polymeric Strong Anion microelution 96-well plates and Strata X-C Polymeric Strong Cation microelution 96-well plates. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is one 90-day base period. The purpose of this procurement is for Phenomenex, Inc. to provide Kinetix HILIC columns, Strata-X Polymeric Strong Cation, SPE Strata SI-Silica, Gemini 3 um NX-C18 110 A LC Columns, Kinetex 1.7 um Biphenyl 100A LC Columns, Strata X-A Polymeric Strong Anion microelution 96-well plates and Strata X-C Polymeric Strong Cation microelution 96-well plates. Phenomenex, Inc. is the only company that provides these specified supplies and plates that are required for stockpile materials for the Emergency Response Branch. There are no other available alternatives to the stockpile consumables for the Emergency Response methods since the Kinetix HILIC columns, Strata-X Polymeric Strong Cation, SPE Strata SI-Silica, Gemini 3 um NX-C18 110 A LC Columns, Kinetex 1.7 um Biphenyl 100A LC Columns, Strata X-A Polymeric Strong Anion microelution 96-well plates and Strata X-C Polymeric Strong Cation microelution 96-well plates are highly specialized to meet our requirements and their specifications are critical for continuity of our methods. Phenomex Inc. is the sole manufacturer that can satisfy the Government's requirement. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will issue only one solicitation to Phenomenex, Inc. However, all responsible sources who believe they can meet these requirements may submit their capabilities/qualifications to Tonya S. Justice, Contracting Officer, via email to wzo1@cdc.gov NO LATER THAN 2:00pm EST on August 13, 2016. Reference solicitation number 2016-Q-65726 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
