6. OF-17 5. Attachment 1: Performance Work Statement (PWS) 4. Exhibit A: Price List 3. Solicitation SF1449 (FA5209-16-T-0023) 2. Notice to Offerors 1. Government Policy Letter DESCRIPTION: The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to transport bulk petroleum products by trucks described from the Marifu Refinery to each installation in Hiroshima Prefecture, Japan. The refinery location is JX Nippon Oil & Energy Corporation Marifu Refinery, 6-1-1, Waki, Waki-cho, Kuga-gun, Yamaguchi-Prefecture, Japan. Delivery points are Kawakami Ammunition Depot (Higashi-Hiroshima, Hiroshima), Hiro Ammunition Depot (Kure, Hiroshima), Kure Pier No. 6 (Kure, Hiroshima), Akizuki Ammunition Depot (Etajima-shi, Hiroshima), and Ondo Family Housing Area (Kure, Hiroshima). See the Performance Work Statement (PWS) for details. SCHEDULED PERFORMANCE DATE: 01 Oct 2016 through 31 Mar 2017 (6 months) The Government contemplates award of a single pre-priced Blanket Purchase Agreement (BPA) resulting from this solicitation; therefore, offerors must propose on all line items in the Price List. Award will be made to the offeror whose offer represents the best value to the U.S. Government considering the evaluation factors stated in the solicitation posted on the web site. A pre-proposal conference is NOT scheduled this time. Offer Due Date: 17 AUG 2016, 02:00 PM (Japan time) Offerors may respond to the subject solicitation via facsimile, prior to 17 AUG 2016, 02:00 P.M. Respond to this solicitation by fax is subject to the same rules as a response via postal mail or hand-carry. The number of receiving facsimile equipment is 042-551-0973 from inside Japan / 81 (country code)-42-551-0973 from outside Japan. The Government reserves the right to make award solely on the facsimile proposal. However, if requested to do so by the Contracting Officer, the apparently successful offeror promptly shall submit the complete original signed offer. Please note that submission of an offer by e-mail is NOT authorized. NOTE: THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN. THE SUCCESSFUL OFFEROR MUST BE LICENSED AND REGISTERED TO PERFORM THE SERVICE IN THE COUNTRY OF JAPAN.
