Description
DRAFT SOW - Seafood Samples and Analysis/NOAA/NFMS/NSIL Sources Sought Document This is a Sources Sought Notice. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA on behalf of National Marine Fisheries Service (NMFS), Silver Spring, MD is conducting market research to determine potential sources for seafood samples collection and analysis services. The North American Industrial Classification System (NAICS) code is 541620, Environmental Consulting Services. The size standard for this NAICS codes is $15 million. Businesses interested in fulfilling this requirement are encouraged to submit a brief, typed Capability Statement, not to exceed three (3) pages, in response to this sources sought announcement. The nature of the work to be performed is collection and analysis services in support of the Office of Sustainable Fisheries National Seafood Inspection Laboratory. The acquisition will be issued as Request For Quote (RFQ) in accordance with FAR Part 13.5. A draft Statement of Work is provided for informational purposes only. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: (A) Company name and address (B) DUNS number (C) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) (D) Company point of contact- name, phone, and e-mail address (E) Demonstrate capabilities and/or approach for meeting the following requirements: 1. Coordinating the collection of large numbers (thousands) of tissue samples from specimens caught by commercial and recreational fishing vessels, or produced by aquaculture facilities. 2. Managing fisheries scientist (i.e., fisheries scientist or ichthyologist). 3. Preparing tissue samples and shipping them to collaborators for chemical, microbiological, or similar analyses. 4. Standardizing and coordinating attestations from fisheries scientists that tissue samples were collected from the correct species. 5. Standardizing and managing the chain of custody and tracking of the tissue samples and associated attestations to species id. 6. Standardizing and coordinating the collection, handling, transport, storage, preparation, and shipping of tissue samples and species id attestations. Interested sources shall submit an electronic copy of their Capability Statement to Sarah Rall, Contract Specialist, via e-mail at Sarah.rall@noaa.gov no later than 10 am EST on August 4, 2016. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract.
