- AG-3C78-P-16-0189 SOLE SOURCE JUSTIFICATION This is a Notice of Intent by the United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) (USDA-NRCS) for award of a sole source purchase order for Conservation Demonstrations Inc. Rain/Wind Erosion Training Simulator Systems. THIS IS NOT A REQUEST FOR PROPOSAL. The USDA-NRCS, Team 3, Contracting Services Branch, Acquisitions, Grants & Agreements Division, Raleigh, NC intends to award a Firm Fixed Price contract on a sole source basis to Conservation Demonstrations Inc, 6264 C E Country Club Road, Salina, KS 67401. The contract shall provide all parts, labor, materials, and scientific adjustments for state specific weather systems for wind/rain erosion training simulators used in educational outreach programs. The systems being acquired are for the USDA-NRCS in the states of North Carolina, Kentucky, and Iowa. The NAICS Code for this action is 333318, OTHER COMMERCIAL AND SERVICE INDUSTRY MACHINE MANUFACTURING. The anticipated award date is on or about 12 August 2016. The period of performance will be from date of award through 31 Dec 2016. This notice of intent is not a request for competitive proposals or a solicitation of offers. A formal solicitation will not be published unless it is determined that it is in the best interest of the Government to do so. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to meet the requirement and objectives as described above. Interested parties must provide rationale as to why they should be considered. All interested firms must respond by Wednesday, August 10, 2016, 2:00PM EST. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
