Description
(DRAFT) STATEMENT OF WORK MEDICAL SUPPLY TECHNICIAN I.General Requirement: 1.The Contractor shall provide one Working Project Manager (Medical Supply Technician) and eight (8) full-time equivalents (FTE) Medical Supply Technicians to work at the Sterile Processing Services (SPS), Michael E. DeBakey VA Medical Center (MEDVAMC), located at 2002 Holcombe Boulevard, Houston, TX 77030. The Contractor will receive the notice of award pending clearance of background investigation on proposed personnel. Contractor's personnel shall not commence the work until the Contracting Officer issues the Notice to Proceed which is contingent on the clearance of background investigation. All work shall be performed in accordance with all requirements under this Statement of Work, other terms and conditions of this contract. Contractor employees shall not be considered government employee. 2.The Working Project Manager shall communicate directly with the Contracting Officer Representative and the Medical Supply Technician(s) shall report to the SPS Department to perform all duties outlined in the Statement of Work (SOW). Service performed at sites other than this VA site is not compensable. The Working Project manager shall ensure all contractor personnel are signed in and out of the SPS log sheet daily. The Working Project Manager and Medical Supply Technician(s) shall not receive any compensation for any hours such as sick or annual leave from the VA. The Medical Supply Technician(s) shall not work holidays nor receive compensation for Government holidays from the VA. The Government assumes no responsibility for sick leave, vacation, or other benefits. The Contractor shall provide immediate replacement of absent FTE(s). II.Hours of Work: The following terms have the following meaning: 1.Contract personnel shall work no more than 40 hour per week during the tour of duties below from Sunday to Saturday. Medical Supply Technician(s) shall begin work promptly at the start of their tour of duty and shall remain on the job until the end of their full tour of duty except for authorized breaks. Tour of Duty shall be Sunday through Saturday. Tour of duty hours include: 1) 5:00a.m. to 1:30p.m. 2) 6:00a.m. to 2:30p.m 3) 7:00a.m. to 3:30p.m. 4) 7:30 a.m.to 4:00p.m. 5) 8:00a.m. to 04:30p.m. 6) 9:00a.m. to 5:30p.m. 7) 9:30a.m. to 06:0 p.m. 8) 10:00a.m. to 6:30p.m. 9) 10:30a.m. to 07:00p.m 10) 12 p.m. to 9:00 p.m. 11) 1:30pm to 10:00p.m. 12) 3:00 p.m. to11:30 p.m. 13) 3:30pm-MID 14) MID-8:00a.m. III.Personnel Requirements 1. Key Personnel Descriptions. When the term "Supervisors" is used in this contract, it refers to the Working Program Manager, or SPS Supervisor. a. Working Project Manager The Contractor shall furnish a Working Project Manager who meets the qualifications set forth herein. These requirements shall also apply to all employees who are substitutes for this position. Should the Government increase the number of Medical Supply Technicians, such employees assigned shall also meet or exceed the specified qualifications. 1.The Working Project Manager shall possess a minimum of five (5) years supervisory experience. The Working Project Manager shall possess experience in all aspect as a Medical Supply Technician contain with this Statement of Work requirement. He or she shall also have the ability to effectively communicate with, supervise, and manage Medical Supply Technicians and all aspects of the requirements in this Contract. The Project Manager shall demonstrate the capability to maintain an efficient workforce while supporting MEDVAMC Medical Supply Technicians requirement. The Working Project Manager shall be articulate and possess excellent interpersonal skills. (b) Medical Supply Technicians Medical Supply Technician working under this contract shall be responsible for meeting appropriate Joint Commission for the Accreditation of Hospital Organization (JCAHO) requirements regarding quality assurance. They shall possess basic proficiency in spoken and written English without the use of an interpreter and shall possess the following competencies: 1. Minimum of three years of experience required in sterile processing, (Surgical Technician experience may be substituted). 2. Able to performed the following duties independently: o Decontaminate surgical instruments and equipment o Assemble instruments for the following services: General, Orthopedics, Cardiovascular, Cardiothoracic, Neurology, Ophthalmology, Urology, Otolaryngology, Plastic and Oral/Dental, o Prepare case carts and maintain sterile storage area o Operate instrumentation tracking system, Washer-disinfector, ultrasonic, cart washer, steam sterrad, and Ethylene Oxide sterilizers 3. Certified through the International Association of Healthcare Central Service Material Management (IAHCSMM) 4. Completion of training programs 5. High School degree or equivalent preferred
