- Section K SF-18 Solicitation N00421-16-T-0451 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit the proposed purchase order on a sole source basis under the authority of FAR Part 12, FAR Part 13 with Malcom Company, Inc. Malcom Company, Inc is the only known source of the equipment. The equipment must be compatible in form, fit, and function to existing equipment and meet safety requirements for use at the test squadron and in the labratory environment. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at https://www.sam.gov/portal/public/SAM. will be given to quotes from small businesses.. Preference Award all or none See Attached RFQ. Your quote must contain enough technical information to evaluate your quote. Please reference the Solicitation number above (N00421-16-T-XXXX) on your quote. Please complete attachment -Section K Please include your Cage Code. Please identify if items are FOB Destination or FOB Origin and include any shipping charges. Estimated Delivery Date After Receipt of Order Items must be brand new Award is expected 15 August 2016. The Government intends to award this on a sole source basis. This notice of intent is not a request for competitive proposals. However, all quotations/responses received by closing date of this notice will be considered by the government, not all responses to this solicitation must be received any later than 500 pm est. on 29 July 2016. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
