- Spreadsheet with descriptions of items to be purchased under 2016-Q-65692R The Centers for Disease Control and Prevention (CDC) / National Center for Health Statistics (NCHS)/ Division of Health and Nutrition Examination Surveys (DHNES) intends to award a sole source firm fixed price Purchase Order to Echosens North America of Waltham, MA, for the acquisition of two liver elastography instruments. The list of specific items to be purchased is attached to this announcement. This equipment will be used during the National Health and Nutrition Examination Survey (NHANES), and the environments and equipment in the three mobile examination centers (MECs) must be identical. In early 2016, a pilot study was conducted using the Fibroscan 502 Touch at one MEC. The pilot was determined to be successful, and liver elastrography using the Fibroscan will now be a component in all the MECs. This Procurement is for Commercial Items as defined by FAR Parts 2 & 12. In accordance with FAR 6.302-1(a), Echosens is the only known organization which can provide the exact products required. This project is supported by justification for other than full and open competition under authority of 41 U.S.C.253(c)(1). This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 15 days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
