- Justification This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 -Synopses of Proposed Contract Actions. Defense Contract Management Agency - Headquarters, intends to issue a Firm-Fixed Price contract to Teal Group Corporation, 3900 University Dr Ste 220, Fairfax. VA 22030 on a Sole Source basis. Description of Work- The Defense ContractManagement Agency requires ongoing access to Aerospace and Defense Industries briefing reports. Duration of the contract is 8/1/2016 - 7/31/2021 (Base year plus 4 one year options) Authority-FAR 13.106-1(b)(1)(i) The Government's intent is to solicit and award this requirement to Teal Group Corporation competition has been restricted due to the inability to find other sources capable of providing this requirement. No sources were located that were technically acceptable without having to replace our current policy and procedures without the Government incurring additional cost that could be recovered through competition. A conclusion found after a sources sought notice was posted to FBO. It has thus been determined that it is in the Government's best interest to award this requirement as a sole source. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 334614 "Software and Other prerecorded Compact Disc, Tape and Record Producing" The size standard as defined by the U.S. Small Business Administration is 1,250 employees. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Oral communications are NOT ACCEPTABLE in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
