- The USDA NRCS is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program to re-excavate shallow surface ditches on and along cropland areas impaired by a January 2016 flood event and levee breach. This includes approximately 39,450 lineal feet (7.5 miles) of surface ditches in the Dogtooth Bend area of Alexander County, near Olive Branch, Illinois. The work will consist of excavating trapezoidal channel cross sections (approximately 45,547 CY excavation) and associated road culverts in order to remove flood impairments and restore proper drainage to cropland areas. The work also includes removal of some woody debris from approximately 2,830 lineal feet of surface ditches. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under Sealed Bidding procedures,FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 5 calendar days of award of contract. All necessary permits and land rights have been acquired. The solicitation package, construction drawings and specifications will be posted and available from this site on August 11, 2016. Bids will be due on September 12, 2016. A site showing to review the site is being planned for Tuesday, August 23, 2016 at 9:30 a.m. local time.
