- Sole Source Justification THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The U.S. Department of Agriculture (USDA), Agricultural Research Services (ARS), National Cold Water Marine Aquaculture Center (NCWMAC) intends to issue a firm-fixed price purchase order on a sole source basis in accordance with FAR Part 13.106 under simplified acquisition procedures to the Center for Aquaculture Technologies (CATS) located in San Diego, CA. for custom single nucleotide (SNP) genotyping services. This project requires single nucleotide (SNP) genotyping (using an established panel of 300 markers across the salmon genome) on flip clip samples from 800 Atlantic salmon smolts associated with an experimental sea lice challenge project conducted at the Franklin, ME facility. The proposed award is being issued under the authority of FAR 6.302-1, citation 41 USC 3304: Use of noncompetitive procedures. Only one responsible source and no other supplies or services will satisfy agency requirements. The associated North American Industry Classification System (NAICS) Code is 541711 and the small business size standard is 1000. The government will consider all responsible sources received by the due date. Written responses must contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. If no written responses are received, a purchase order will be issued without further notice. SOLE SOURCE JUSTIFICATION: Please refer to the attached.
