- Attachment 3: Magazine Relocation Pricing Table Attachment 2: Reps and Certs Documents FAR Provision 52.212-3 Solicitation Terms and Conditions This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HSTS02-16-Q-NCP081. This Request for Quotation (RFQ) is issued for a Purchase Order for the relocation of two (2) Explosives Storage Magazines from Anchorage, AK to Charlotte, NC & Salt Lake City, UT. Quoters are requested to review the attached Purchase Order Terms and Conditions document, which is the solicitation document itself, as well as the Solicitation Attachments. Please review all documents carefully. The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. The RFQ is set aside 100% for Small Businesses under NAICS code 484121. List of contract line item number(s) and items, quantities and units of measure: See attached Purchase Order Terms and Conditions. Description of requirements for the items to be acquired: See attached Purchase Order Terms and Conditions. Date of Delivery: See attached Purchase Order Terms and Conditions. Place of delivery and performance: See attached Purchase Order Terms and Conditions. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition, however no alternative terms and conditions or commercial items outside those specified in the attached BPA Terms and Conditions will be considered. The provision at 52.212-2, Evaluation -- Commercial Items, is not used in this solicitation. Please see the attached BPA Terms and Conditions for the evaluation procedures to be used. Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its quote or provide a statement that the quoter is in compliance with paragraph (b)(2) of the provision and that none of the exceptions found in paragraphs (c) through (r) of the provision apply. The LPTA process is appropriate when best value is expected to result from selection of a technically acceptable quote with the lowest evaluated price.
