Description
The U.S. Forest Service, Okanogan-Wenatchee National Forest servicing Region 6 has a requirement for fencing repair on the Methow Valley Ranger District. The Carlton Complex Fence Repair project consists of the repair of approximately 4.39 miles of 3 strand barbwire fence and.46 mile of 4 strand barbwire fence. The fenceline is virtually all in burned forest. The fences will need to be repaired to Forest Service specifications. The specifications are designed to make the damaged fence functional to stop cattle; comparable to the maintained preburned condition. Fence materials will be provided by the Forest Service and will be available at the Methow Valley District office. Most of the fenceline is within 1/10 of a mile of an ATV/UTV accessible forest road with.82 miles of road located on an old spur road that could be accessed by ATV/UTV by dropping the wire in several places and clearing small burned saplings. It is anticipated the project will include both base items and option items. Base items would be fence repair or new fence construction and option items would be fenceline clearing and felling. Fenceline clearing would primarily be the felling and bucking of dead standing trees and down trees of varying size. Some trees with potential to fall and hit the fence will be felled also. Repair work consists of splicing, retightening, and refastening the wire; replacing burned wood posts, stays and braces; and replacing inline brace trees with posts or braces. Existing steel posts and wire will not be replaced unless otherwise indicated in the schedule of items. Burned wood posts and inline trees can be replaced with steel posts unless on a corner. Currently, the North Cascades Smokejumpers are funded to do the clearing of the dead standing trees and trees with potential to fall and hit the fence. The issuance of option items for fence line clearing and felling will be contingent on available funding and if the smokejumpers are able to complete the work. All fencelines are located within the Carlton Complex Burned area on the Methow Valley Ranger District. Three of the fencelines can be accessed from Highway 20 near the Loup Loup summit on the 600 road and the 41 road. One fenceline is accessed via the Benson Creek road off of Highway 153 Contractor will furnish the necessary personnel, equipment, services, and facilities. The Forest Service will furnish all materials. The Contractor shall utilize products and materials that promote energy conservation, pollution prevention, waste reduction, use of recovered materials, that are environmentally preferable, and are made from bio based materials (e.g. insulating foam, composite panels, concrete with fly ash, wood and concrete sealers) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered. The Contractor shall assume all risk, loss, damage, or expense arising out of prosecution of the work, except as otherwise provided in the contract. Award will be made in sufficient time for planning and preparation with on-site work to start on or after September 1, 2016, depending on weather conditions. All contract work shall be completed by June 30, 2017. A firm-fixed price contract is contemplated requiring submission of both capability quote and cost/price criteria. Award will be made to the offeror whose proposal offers the best value to the Government. The estimated construction range of magnitude for this project is between $25,000 and $100,000. This acquisition is determined to be under the Small Business Competitiveness Demonstration Program and posted for 100% small business set aside. Contractors are required to be registered with System for Award Management (SAM). The "Submit Invoice-to" address for USDA orders is the Department of Treasury's Invoice Processing Platform (IPP). The contractor must follow the instructions on how to register and submit invoices via IPP as prescribed in the previous communications from USDA and Treasury. All invoices are to be submitted via the electronic Invoice Processing Platform. This is a mandatory requirement initiated by the U.S. Department of Treasury and you can find more information at this website https://www.ipp.gov/index.htm. The solicitation with specifications and wage rates will be posted to the https://www.fbo.gov/ website on or after August 12, 2016.
