- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is N68335-16-T-0346 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. The associated North American Industrial Classification System (NAICS) code for this procurement is 314994 with a small business size standard of 1,000.00 employees.This requirement is unrestricted and only qualified offerors may submit quotes.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-08-29 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Joint Base MDL, NJ 08733 The NAWC-AD Lakehurst requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: Aircraft Lifting Sling Assembly: P/N: 70073-85000-013; NSN: 1730-01-367-5166, 4, EA; LI 002: Proof Load Testing, 4, EA; LI 003: Contract Data Requirements List (CDRL): Proof Loading certificates indicating Safe Working Load (SWL) and Non-Destructive Inspection (NDI) certificates IAW CDRL T001; Not Separately Priced (NSP), 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, NAWC-AD Lakehurst intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. NAWC-AD Lakehurst is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a quote on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors that require special considerations or assistance may contact the FedBid Helpdesk at 877-9FEDBID (877-933-3243) or via email at clientservices@fedbid.com. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award. DFARS 252.211-7003, Item Identification and Valuation, applies to any end items that have a unit acquisition cost of $5,000 or above. If applicable, the quotation should include any applicable costs associated with these unique identifier tags. All packages will be clearly marked with applicable contract number and will contain appropriate packing slip. All deliveries will be marked for: MH-60R. Inspection and Acceptance will be at Origin by the Government. Shipping must be free on board (FOB) Origin (FAR 52.247-29). Shipping costs will be covered by a Commercial Bill of Lading and should not be included in your quote. The selected Offeror must comply with the terms and conditions in Attachment 03. The full text of the referenced FAR & DFARS clauses may be accessed electronically at http://farsite.hill.af.mil/. The Offeror is expected to comply with all requirements of the RFQ. The Government advises the Offeror that taking exception or deviating from any term or condition of the RFQ may make the quotation unacceptable and unawardable, unless the RFQ expressly authorizes such an exception or deviation with regard to that specific term or condition. See Section L Provisions in Attachment 03. Award shall be made to the responsible Offeror whose quotation is lowest in price and in full compliance with all requirements set forth in this solicitation. Quotes that do not conform to the requirements of the solicitation may be rejected without further evaluation, deliberation or discussion. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Offerors must submit quote only for the P/N specified under the Item Description, Item No 001. Alternate P/N's will not be considered. Quotes MUST be good for 60 calendar days after close of Buy.
