- The NAVSUP Fleet Logistics Center (FLC), Norfolk, Contracting Department, Philadelphia Office intends to acquire the Insights Discovery Personality Profile for the National Defense University (NDU), Washington, DC. It is anticipated that during a twelve (12) month period there will be a need for approximately 6000 reports per year to support NDU ™s students. This requirement will be for a base year of 12 months, plus four 12-month option periods. Golden Personality Type Profiler is a proprietary self-assessment instrument. Insights Discovery Personality Profile is part of the NDU Executive Assessment and Development Program (EADP). The conventional EADP battery, however, is not appropriate for non-native English speaking students because the EADP battery of self-assessment psychological instruments are difficult to understand for individuals not fluent in English. The Insights-Discovery is uniquely adapted to all world cultures, especially non-western cultures. Insights Discovery Personality Profile is only available from Creative Connections. The Creative Connections Insight Discovery Personality profiler is unique in its ability to apply across most world cultures. It is globally developed to include modified versions that apply uniquely to non-western world communities, languages, and cultures. No other commercial personality assessment instrument has been developed for leadership application that possess similar measures. FLC ™s intent is to process this procurement on a sole source basis to Creative Connections, Saint Paul, MN. FLC ™s intent is to issue a firm fixed price contract in accordance with FAR 12 (Commercial Items) and FAR 13 (Simplified Acquisition) procedures. The Period of Performance is from 1 September 2016 through 31 August 2017, plus four one-year option periods ending 31 August 2021, if all options are exercised. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. However, all capability statements received by 3 August 2016 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
