- Under this FBO notice, this solicitation is numbered SPE600-16-R-0527. The Defense Logistics Agency (DLA) - Energy - FESBA will be issuing a Request for Proposal (RFP/Solicitation) for services to perform the management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of the Government-Owned, Contractor-Operated (GOCO) facilities for the following capitalized fuel products: Jet Fuel (F-24), Diesel (DS2), Automotive Unleaded (GUR) or any additional product designated by the Contracting Officer at Government-Owned Contractor-Operated (GOCO) fuel facilities in Corpus Christi, TX. Firms will be expected to maintain product quality and accountability at this GOCO facility. Interested firms should be able to provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products. This procurement will be unrestricted under NAICS code 493190. The period of performance is January 01, 2017 through December 31, 2021. Dates of the pre-proposal conference, in conjunction with the site visits will be listed in the solicitation. Offerors will be required to submit in writing to the Contract Specialist (via email or letter) the name(s) of the individual(s) who plan to attend. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF). Sources Sought Notice was previously issued for this requirement under SP0600-16-R-5X15 for a combined effort at NAS Corpus Christi, TX and NAS Kingsville, TX.
