- Naval Air Warfare Center (NAWC), Training Systems Division (TSD) intends to issue a sole source, Firm-Fixed Price (FFP) purchase order to Rustici Software, LLC for the most current version of SCORM Engine Software with an estimated amount of $30,000.00. The estimated award date is 18 August 2016. This software upgrade requirement is to provide the Air Combat Training System (ACTS)/SHARP LMS engine application with a software upgrade from SCORM 2009 to the most current version. Currently, the Rustici SCORM engine is the Navy standard for modifying courseware in the SHARP LMS. The Rustici SCORM Engine Software provides the ability for the ACTS/SHARP LMS to play and track training interactions from any compliant courseware adhering to the SCORM standard. This procurement is being solicited with an associated North American Classification System code of 511210 (Software Publishers). The solicitation number is N61340-16-T-0096. A written quotation will be requested to purchase: CLIN 0001: SCORM Engine Software Upgrade Delivery or CLIN 0001 shall be made no later than 30 days after contract award This synopsis is not a request for competitive proposals. It is a notice that outlines the Governments intent to contract on a sole source basis with Rustici Software, LLC. The required software has already been predetermined as compatible with existing hardware and configurations for the (ACTS)/SHARP LMS engine application. Any alternate software would result in a modification to the entire (ACTS)/SHARP LMS engine application which is cost prohibitive. A specification is available upon request. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested sources desiring to contest this synopsis may do so by asserting its supportable rationale via email to Ty Jean-Louis, Tyronza.Jean-Louis@navy.mil in an electronic format that is compatible with Word 2010, no later than 15 August 2016 at 1300 EST. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. No solicitation document will be made available via the GPE.
