Description
This RFQ (P16PS02060) is for all labor, equipment, materials and transportation necessary to complete asphalt paving of Loop Roads D & F in the Ohanapecosh Campground in Mount Rainier National Park in Washington. PROJECT DESCRIPTION: The asphalt work to be completed is located in the Ohanapecosh Campground. The paving quantity for the two loop roads is approximately 400 tons. The scope of work is to overlay existing asphalt with 2inch thick Hot Mix Asphalt (HMA) class 1/2inch commercial in accordance with the attached specifications. The contractor will have 30 calendar days to complete the project after the Notice to Proceed is issued. Construction must be completed by Oct. 13, 2016. PROJECT LOCATION: The Ohanapecosh Campground is located on SR123 approximately 11 miles north of Packwood, WA and approximately 4 miles north of the intersection of US 12 and SR 123. SITE VISIT: A Pre-Bid site visit will be held on Tuesday, August 2, 2016, at 1:00pm. Participants shall meet at the Ohanapecosh Visitors Center. Participation in the Pre-Bid site visit is highly recommended as it shall be the responsibility of the offeror to verify all required quantities. DETAILS: This is a best value procurement set-aside for small business concerns in accordance with FAR Part 19.5. The NAICS code for this project is 237310 and the small business size standard is $36.5 million, average annual gross receipts for the past three years. All work will be performed under a single firm-fixed-price construction contract subject to the Davis-Bacon Act. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $100,000 and $250,000; however, note that the RFQ is being issued using the Simplified Acquisition methods described in FAR Part 13, which are applicable to actions valued under $150,000. Payment protection (bond or irrevocable letter of credit) will be required after award. Prior to the solicitation closing date, all offerors must establish and/or maintain an active registration and complete the online representations and certifications at www.SAM.gov. Prospective quoters must visit FBO periodically to check for amendments and other changes to the contract documents; no notifications will be sent. No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation. All eligible responsible sources may submit a quote which shall be considered by the National Park Service, however quoters who have not completed the SAM requirements prior to the RFQ due date and time will be considered either ineligible or non-responsive and will not be considered for award.
