Description
Amendment 8 The purpose of this amendment is to respond to additional vendor questions. Proposals are now due by 4:00 PM on Monday, August 1, 2016. See questions and resposnes below: Question: Can you provide information on the Library's security policy and procedures so we can understand the environment we will be operating under? Response: The Library's primary security policy is defined in IT Security Directive 01, which is provided here. This directive very closely mirrors the guidance provided to the Federal Government under NIST's FISMA Implementation Project (http://csrc.nist.gov/groups/SMA/fisma/) Question: How many people will require onsite training? Response: The Library anticipates 4-6 staff requiring training. Question: The solicitation also indicated a requirement for two years prior service with OPM VPN submissions. Is this a OPM specific VPN experience requirement or will VPN experience from our other VPN installations suffice? Response: The requirement is not for vendor experience at OPM offices, but for experience working with agencies who are submitting fingerprints to OPM's Fingerprint Transaction System (FTS) utilizing OPM's VPN solution. Question: Are they requiring any mugshot equipment? Response: No Question: What are the best practices for providing support if security and hardware is configured by the Library of Congress? Response: The Library would expect the vendor to work cooperatively with the Library's technical staff to address any issues that may arise. Remote control of the desktop will not be allowed. Support questions that could not be addressed by phone or e-mail would need to be addressed on site. Question: Is the Lexmark 640 printer required or can a vendor propose a system that would work with a different printer and include said printer in their quote? Response: The required system must be able to print reports including backup copies of fingerprint charts for internal Library use only. All fingerprints from this system will be submitted electronically, not from hard copy prints. Our technical contacts at OPM have instructed us that we do not need a certified printer as long as we are not submitting hard copy fingerprints to them. We currently own a LexMark 640 that we could connect to a new system. If a proposed system would require a different printer in order to print the documents that we require, then that printer should be included in the price proposal.
