Special Notice for a Single Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR DATA EXPANSION CENTER AND UPGRADE from Insight Investments, LLC. REQUIREMENT: DATA EXPANSION CENTER AND UPGRADE There are three separate computing enclaves, referred to as PODs (POD1, POD2, POD3). Each POD has identical product suites with the single exception being the usable storage on POD1 (107TB) vice PODs 2&3 (1000TB = 1PB) 1. The primary deliverable for each POD is an integrated FlexPod product suite consisting of: • Network Attached Storage (NAS) array (FAS8040HA) with 'usable' capacity of 107TB (POD1) or 1PB (PODs 2&3) • Cisco Unified System (UCS) consisting of a Blade Chassis and five (5) Blade Servers - Each Server will have Dual 8-core processors, 512GB Ram and Dual 1TB Solid State Drives • Cisco 10G Fibre-Channel infrastructure built around dual NEXUS switches • Cisco 10G Ethernet infrastructure using a single NEXUS switch • Integrated Disaster Recovery Solution comprised of: - Dual LTO-6 tape drives - 50 Slot Tape Array - Rapid Bare-metal recovery - Enterprise backup software Suite 2. The integrator will perform complete installation, setup and configuration of the entire Flexpod Suite. 3. The integrator will perform complete data migration with no loss of data and no loss in productivity (weekend work). DESC: INTENT TO AWARD A SINGLE SOURCE PROCUREMENT WITH INSIGHT INVESTMENTS, LLC. The Air Force, Edwards Air Force Base, CA intends to award a Single Source purchase order to Insight Investments, LLC, 611 Anton Blvd. STE 700, Costa Mesa, CA 92626. The Single Source purchase will be for Data Center Expansion and Upgrade. Insight Investments, LLC is the only known source identified for procurement of this supply. The statutory authority which permits other than full and open competition for this acquisition, is FAR 13.501(a)(1)(ii). This authority is supported by an approved Justification and Approval for Other Than Full and Open Competition. It is the Government's intent to proceed with this sole-source action. The North American Industry Classification System Code (NAICS) is 334112 and the size standard is 1,250 employees. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide Data Center Expansion and Upgrade. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by 8:00 a.m. 03 AUG 16, intent is to award a Sole Source purchase order to Insight Investments, LLC, 611 Anton Blvd. STE 700, Costa Mesa, CA 92626. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer identified as Michele Cameron.
