Description
INTRODUCTION The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a Single Award, Firm-Fixed-Price (FFP), contract for non-personal services to support Health Information Sharing (HIS) Professional and Technical Services for the VHA, Office of Informatics and Analytics (OIA), Health Informatics/Interoperability Office (OI/IO). Please note this is being issued in connection with Request for Information (RFI) VA701-15-N-0113. BACKGROUND The Interoperability Office (IO)'s Department of Defense (DoD)/ Department of Veterans Affairs (VA) Interagency Health Sharing Office (IHI) within the Health Informatics division is part of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA) Office of Informatics and Information Governance (OIIG). DoD/VA IHI and executes VHA's vision and mission to "Honor America's Veterans as heroes by providing the highest quality health care" by supporting successful VA/DoD interoperability at the VA. This work is done by providing business lifecycle support and joint coordination for specific VA/DoD interagency health information sharing programs, such as legacy information sharing, and governance workgroups and support for specific interoperability strategies. VHA's Interoperability Office Interagency Information Sharing Office is charged with supporting the Department of Veterans Affairs medical operations at the numerous VA/DoD Joint Venture and Medical Sharing location in the continental United States (CONUS) and outside the continental United States (OCONUS). This work is essential as it is authorized in Public Law (e.g. National Defense Authorization Act of 2014) and involves close collaboration with other VA business and technical teams, the DoD/VA Interagency Program Office, the Department of Defense Military Officers, civilians and DoD contractors and other federal agencies as needed VHA's Interoperability Office also supports information sharing with external partners under the Veterans Health Information Exchange (VHIE) program, also known as "VLER". The scope of this PWS generally does not include VHIE support. As VA moves forward with a 21st century health care transformation, it is imperative that HI/IO obtains the support services, skill sets, and subject matter expertise available to ensure continuity of already established electronic health record interoperability efforts and proven interoperability to provide support and to continue maturity of these programs. SCOPE OF WORK The scope of this PWS involves creating specific deliverables that focus on support needed for specific Interagency Program and Project Management and Interoperable Electronic Health Record Programs, Strategic Planning, and Consulting Services to VHA as described in this paragraph. This work provides business owner support for legacy information technology products at between VA/DoD to ensure effective use of information sharing capabilities to support electronic health records, and support to VA/DoD Joint Venture and medical sharing locations. Work will include VA facility and/or Veterans Integrated Service Network (VISN) approved activities with DoD obtained from Users at the joint venture sites. VHA/OIA/HI/IO is also required by Public Law to comply with the NDAA of 2014 and report on all interoperability efforts Quarterly and, in summary, Annually. These contract deliverables are also consistent with and complementary to the interagency work that is already underway in VA to support specific electronic health record uses and legacy sustainment DoD's Defense Health Agency (DHA) and the DoD/VA Interagency Program Office. OIIG will use these contract deliverables in collaboration for support of joint VA/DoD Health Executive Council Health Data Sharing Workgroups, Business Interagency Coordination Councils, Joint Incentive Funding, and to report and provide subject matter expertise on VHA business VA/DoD information sharing. OIIG will share these deliverables with a variety of other VHA stakeholders including VISN officials and other key VA personnel, and the DoD/VA Interagency Program Office. Specifically, the functional task areas that shall be supported by this PWS are: (a) Program/Project Management as assigned to this office and (b) Health Information Sharing (HIS) Professional and Technical Services. This includes professional health information services in support of the IO and involved VA/VHA program offices dealing with these specific interagency efforts between DoD and VA for electronic health records. The types of services represented under this PWS are: 1.Program and project management services to assist in planning, initiating, managing, executing, and closing out of assigned VA programs or projects in cooperation with DoD, 2.Subject matter expertise with DoD/VA legacy business execution and coordination for specialized components of electronic health record interoperability or sharing to include participation in interagency programs 3.Interoperability Consulting Services regarding the effective use of information sharing capabilities to support electronic health records within the scope of work of this office. All services provided by the Offeror shall consistently use best business and industry practices, for example, Health Level 7 (HL7), Services-Aware Interoperability Framework (SAIF), Department of Health and Human Services (HHS) Office of National Coordinator (ONC) plans and guidance,, Malcolm Baldrige, Capability Maturity Model Implementation (CMMI), IT Infrastructure Library (ITIL), Project Management Institute's (PMI ) Project Management Body of Knowledge (PMBOK) and guidance and plans from the DoD/VA Interagency Program Office in order to strengthen and improve Health Informatics/Interoperability Office's ability to deliver quality health informatics support for VHA clinicians and other health care providers. ADMINISTRATIVE The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 15. The solicitation will be advertised as a total Service-Disabled Veteran-Owned (SDVOSB) set-aside. The applicable NAICS code is 541611 with a size standard of $15.0 million.
