Request for Proposal This Pre Solicitation Notice is hereby amended to adjust the following: RFP is hereby issued as follows: The Pre-Bid Site Visit is hereby amended as follows: The design and specifications will be provided concurrent with the issuance of the RFP. A Site Visit is being considered for 9 August 2016 at 0900 or 9 A.M. on site, local time at the site of the work. All other items remain unchanged. Purpose: This synopsis is issued to provide a notice to the public on information applicable to the Indian Health Service (IHS). Project name is "Gallup Indian Medical Center Renovation and Expansion." Location of the project is the Gallup Indian Medical Center, 526 East Nizhoni Boulevard, Gallup, NM 87301-9703 Authority: IHS (Division of Engineering Services (DES)) Seattle is issuing this synopsis in accordance with FAR Part 5.204 Pre-solicitation Notices. Description: The proposed contract listed here is 100 percent set-aside for HUBZone business concerns. The Government will only accept offers from certified HUBZone business concerns. All other firms are deemed ineligible to submit offers. This is a new procurement. It does not replace an existing contract. No prior contract information exists. A Sources Sought was issued on 18 January 2016, in order to conduct Market Research. This is a Pre-solicitation notice. The RFP will be available on or around 7/16/16, on www.fbo.gov, under this solicitation number: 16-102-SOL-00005. This is not a solicitation announcement for proposals, and no contract will be awarded from this notice or any follow-up information requests. In order to protect the procurement integrity of any future procurement, if any, that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The following work includes, but is not limited to: 1. Renovating approximately 6878 Building Gross Square Feet (BGSF) of existing vacated space (Optometry Clinic) for an Urgent Care Clinic and Observation Unit. 2. Renovating approximately 9806 BGSF of the existing first floor Emergency Department (ED), Urgent Care Clinic, Patient Waiting, mechanical room, vacant space, and expand this area by approximately 2282 BGSF for the new ED. 3. The existing ED, approximately 3434 BGSF, will also be renovated for the new ED. It will include 16 patient spaces for ED patient care. The project is intended to help alleviate the space deficiencies as they exist today within the ED, Observation Unit and the Urgent Care Clinic. The renovation/expansion project will increase patient capacity and enhance patient care services. The design and specifications will be provided concurrent with the issuance of the RFP. A Site Visit is being considered for 27 July 2016 at 0900 or 9 A.M. on site, local time at the site of the work. The North American Industry Classification System (NAICS) Code is 236 -- Construction of Buildings. 236220 -- Commercial and Institutional Building Construction. Size Standard is $36.5 million. Competitive Acquisition: The solicitation will utilize source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. The intent is to utilize the FAR 15.101-2, Lowest price technically acceptable source selection procedures. Contract Type: Indian Health Service intends to award a Frim Fixed Price (FFP) Construction Contract in support of this requirement. ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. Disclosure of the Magnitude of Construction: In accordance with FAR 36.204, the estimated price range for this construction project is identified below: The magnitude of construction is between $5,000,000 and $10,000,000. Period of Performance: The Period of Performance will be 720 calendar days after notice to proceed. Bond(s): Offerors shall be required to submit a bid bond with their offer. Additionally, Payment and Performance Bonds in the amount of 100% of the contract value will be required to be submitted by the awardee within 10 calendar days of contract award.
