- This is a pre-solicitation notice only. The full solicitation P16PS02321 is anticipated to be available at: https://www.fbo.gov on or about August 12, 2016. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED, AND TELEPHONE REQUESTS OR FAX REQUESTS WILL NOT BE ACCEPTED. The Department of the Interior, National Park Service, Nez Perce National Historical Park intends to issue a request for quotes (RFQ) for the removal and replacement of existing roofing of the maintenance building and the storage building in the Spalding Headquarters area. All work will be performed under a single firm-fixed price construction contract, to a single contractor; wages shall be subject to the Davis-Bacon Act. Period of performance for this project is estimated to be 30 days post-award; the completion goal is no later than October 17th, 2016. In accordance with FAR 36.204 the magnitude of this contract is between $25,000 and $100,000. This solicitation is intended to be a "Best Value" procurement with technical capabilities and past experience being equal to price in the selection of the most responsive, responsible offeror. Award may be made to a firm other than that offering the lowest price. Any interested firm shall be able to provide a list of previous jobs showing experience in completion of the work described above. A Pre-Bid site visit will be held for this project on August 30th, 09:00 am. Participants shall meet at the Spalding Visitor Center, located in Spalding, Idaho 83501, which is located 11 miles south of Lewiston, Idaho on US Highway 95. Although attendance is not mandatory, participation in the site visit will aid prospective bidders in their development of quotes for the work of this project. **Please note that the Government will not be responsible for providing transportation, or reimbursement for travel or other expenses, to prospective bidders or other attendees of the site visit.** Responses shall be due 30 days following issuance of the RFQ. The NAICS code for this procurement is 238160 and the business size is $15 Million. This procurement is set-aside for Women Owned Small Businesses. All offerors must establish and/or maintain an active registration and have up to date representations and certifications at http://www.sam.gov prior to closing date of this RFQ. Invoices will be submitted, with an original vendor invoice copy as an attached PDF, through the Department of the Treasury ¿s Internet Payment Platform: https://www.ipp.gov The project will be solicited, contracted and administrated by Mount Rainier National Park.
